The iHanoi application is a significant step forward in the effort to build a smart city and improve the quality of life for Hanoi residents. Through this application, people can easily report pressing issues in their lives, helping the government to understand and resolve them promptly.
Recently, the Chairman of the Hanoi People's Committee issued a directive to relevant units to accelerate the handling of feedback and requests from citizens and organizations through the iHanoi application.

Accordingly, as of July 23rd, the entire city has achieved a rate of 40.5% of officials, civil servants, employees, and workers in agencies and units within the city who have installed and created accounts on the iHanoi application. Among the agencies exceeding the deployment target are: the City People's Committee Office, and the People's Committees of Hoan Kiem, Chuong My, and Long Bien districts.
Of the 846 complaints and suggestions from citizens, 772 concerned on-site issues and 74 concerned administrative procedures. 523 complaints have been resolved completely (97.45% resolved on time, 2.55% resolved late).
According to statistics, 160,267 people have created accounts with an average of 34,000 visits per day. Many agencies and units have proactively addressed requests and received high praise from the public.
In addition, some units have not seriously implemented the directives and are still slow in resolving complaints; they have not provided the list of people involved in handling feedback and suggestions as directed in Official Dispatch No. 05/CĐ-UBND of the Chairman of the Hanoi People's Committee.
To promote the exemplary role of cadres, Party members, civil servants, public employees, and workers in state administrative agencies, and to ensure the fulfillment of goals and responsibilities in addressing feedback and suggestions from citizens and organizations as per Official Dispatch No. 05, the Chairman of the People's Committee of Hanoi City assigns Mr. Ha Minh Hai - Vice Chairman of the People's Committee of Hanoi City - to comprehensively direct the deployment of the iHanoi application platform in the city.
The Chairman of the Hanoi People's Committee also requested that the Directors and Heads of departments, agencies, and units; and the Chairmen of the People's Committees of districts, counties, and towns focus on thoroughly disseminating the contents of Official Dispatch No. 05/CĐ-UBND of the Chairman of the Hanoi People's Committee to all cadres, Party members, civil servants, public employees, workers in their units, and citizens in their areas of responsibility, with the motto of implementing "Digital transformation is going to every alley, knocking on every door, reaching every person";
Direct and organize the dissemination of information, mobilization, and guidance to all eligible residents (aged 15 and above; possessing a smartphone) in the area regarding the usefulness of the iHanoi application so that they understand, support, and voluntarily participate in installing and creating accounts on the iHanoi application; complete this process before September 15, 2024;
All officials, Party members, civil servants, public employees, and workers in the unit must complete 100% account registration on the iHanoi application (as citizens) no later than July 30, 2024;
Directing cadres, Party members, civil servants, and public employees to participate according to their assigned duties in directly receiving and resolving feedback and requests from citizens; striving to complete tasks within the prescribed time and with the required quality, without shirking or avoiding responsibility; providing thorough and decisive guidance and resolution.
The People's Committees of districts, counties, and towns shall preside over and coordinate with press and media agencies and relevant units to strengthen the dissemination of information to the people, helping them understand the values and benefits of online interaction channels in the digital environment between citizens, businesses, and all levels of government on the iHanoi application platform through various forms: dissemination on social networks such as fanpages, Zalo, YouTube, etc.
Utilize billboards, posters, LED screens at intersections and city centers, electronic display boards in residential areas, apartment buildings, shopping malls, supermarkets, etc., or through text messages. Organize the printing and posting of QR codes for installing the iHanoi application in public areas, apartment buildings, and densely populated areas to promote and encourage people to install the application;
Leveraging the role of community-based digital transformation teams, grassroots youth unions, and local police in guiding and supporting people to understand and use applications (installation, account creation, operation of existing utilities, etc.) has resulted in high efficiency and trust, along with a positive service attitude from the government.
The Chairman of the People's Committee of Ho Chi Minh City also instructed the Department of Internal Affairs to advise the People's Committee of Ho Chi Minh City on including criteria for evaluating and ranking the performance of cadres, Party members, civil servants, and public employees in units that have not yet fulfilled their assigned tasks, as stated in Official Dispatch No. 05/CĐ-UBND;
The Chairman, in coordination with the Office of the People's Committee of Ho Chi Minh City, shall organize inspection and audit teams to conduct public service inspections when detecting instances of evasion, shirking responsibility, or delayed handling of complaints and suggestions that lead to public dissatisfaction and frustration…
