On the morning of June 25th, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting on the preparation for investment and land clearance for the Ninh Binh - Hai Phong expressway construction project, the section passing through Ninh Binh province.

Also attending were leaders from relevant departments and agencies, as well as leaders from Yen Mo and Yen Khanh districts.
The Ninh Binh - Hai Phong expressway construction project, the section passing through Ninh Binh province, has a length of 25.3km; the starting point is at the Mai Son intersection connecting with the Eastern North-South expressway (in Mai Son commune, Yen Mo district), and the end point is at the bridge over the Day River connecting Ninh Binh and Nam Dinh provinces (in Khanh Cuong commune, Yen Khanh district). It will have a complete 4-lane design with a design speed of 120km/hour, a roadbed width of nearly 25m, and a road surface width of 15m.
At the conference, representatives from departments, agencies, and localities reported on the progress of investment preparation and land clearance for the Project. Accordingly, regarding investment preparation, the Department of Transport is currently actively directing the consulting unit to finalize the feasibility study report; the complete documentation has been established and is ready for submission to the Vietnam Expressway Authority for appraisal; the locations for the waste material disposal site and the topsoil reserve have also been largely selected.
Regarding land clearance, the majority of the land planned for the project has already been included in the land use plan. The procedures for converting rice land use have also been largely completed. As for the construction of resettlement areas, following the guidance and feedback from the Chairman of the Provincial People's Committee and the working group during the field inspection on June 24th, the two districts of Yen Mo and Yen Khanh are coordinating with the consulting unit to urgently revise and finalize the plans for appraisal and approval.
Also within the framework of the conference, several difficulties and obstacles in the implementation of the Project were raised by departments, agencies, and localities. Specifically, these include: Due to the lack of boundary markers, localities do not have a basis to accurately determine the number of households affected by the project that need to be relocated and resettled; constructing cost estimates for exploiting materials from existing material quarries under the current special mechanism is very difficult; and the procedures, processes, and timeframes for approving environmental impact assessment reports are complex.
In addition, the conference also devoted considerable time to allowing delegates to provide feedback to the districts of Yen Khanh and Yen Mo to finalize the planning for 11 resettlement areas, ensuring quality and consistency.
Concluding the working session, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized that the Ninh Binh-Hai Phong expressway construction project is a large-scale, key national project of special importance, receiving attention from all levels from the central to local governments. Ninh Binh province considers this a key political task. Acknowledging the efforts and sharing the difficulties of the relevant departments and localities, the Chairman of the Provincial People's Committee requested continued, more decisive and close involvement; the motto being "effective at every step," ensuring clear assignment of responsibilities, tasks, solutions, timelines, and progress.
The Chairman of the Provincial People's Committee stated that to accelerate the project's progress, the key is to effectively carry out land clearance. Therefore, localities need to pay special attention to this issue, ensuring thorough, reasonable, and fair solutions, adhering to legal procedures, and most importantly, gaining the support of the people.
Regarding the planning of resettlement areas, this is a major and complex issue. The comrade suggested that the two districts of Yen Mo and Yen Khanh need to carefully consider and discuss the location and scale; adhering closely to standards and future development requirements to ensure suitability and overall integration with the general planning of the region and locality, avoiding waste. Furthermore, these resettlement area plans must be considered in accordance with the new rural development plan. In particular, there needs to be a consistent view that the resettlement areas should be better and more aesthetically pleasing than the old residences.
The Chairman of the Provincial People's Committee affirmed that the Ninh Binh-Hai Phong expressway construction project is a significant project, creating new momentum and serving as a basis for the province to attract investors in many fields, especially in urban development, industry, trade, and services in the future. He also requested Yen Mo and Yen Khanh districts, where the project passes through, to closely coordinate with relevant departments, agencies, and consulting units to incorporate feedback from the meeting, revise any unsuitable content and items, and expedite the completion of all necessary steps to ensure the project's commencement in 2024.
