At the construction site of the Thai Binh River overpass, one of the city's important transportation projects, machinery operates continuously alongside the urgent work of the workers. Teams and crews are arranged to work in shifts, closely monitoring each item to maintain a smooth construction pace. The project commenced in August 2025, and by mid-January 2026, the contractor was focusing on laying the foundation for the piers, drilling bored piles, and simultaneously implementing the main components.
According to Mr. Nguyen Duy Long, the site commander, the consortium of contractors mobilized nearly 200 officials, engineers, and workers to work in three shifts and four teams, organizing five parallel construction teams. "In emulation to celebrate the 14th National Congress of the Party, the entire workforce on the construction site is demonstrating a high sense of responsibility, adhering to the work schedule and progress, striving to complete each part of the project on time and ahead of schedule," Mr. Long emphasized.
At the Bui Vien - Vo Nguyen Giap overpass, construction commenced on December 19, 2025, in celebration of the 14th National Congress of the Communist Party of Vietnam, and work is proceeding rapidly. After more than a month of construction, the contractor is focusing its efforts on removing the topsoil, relocating underground infrastructure, and deploying the cement-soil pile construction line, treating weak soil foundations, etc., in order to quickly open the site for the next phases. Mr. Tran Quang Tien, Project Executive Director (Phuong Thanh Transportation Construction and Investment Joint Stock Company), said that progress is paramount. Teams are working diligently every day and every hour to facilitate the implementation of the main components, contributing to the overall acceleration of the project.
The landmark project of the North Cam River Urban Area, lot I.XIV/CTHH-01 lex, was also started on December 19th to celebrate the congress. Recognizing the large volume of work and high technical requirements, the construction teams proactively worked to ensure progress and quality.
Pham Van Huan, a construction worker at the site, said: "Participating in the construction of this large-scale project, which is significant in celebrating the Party Congress, is a source of pride and motivation for us to work more seriously and responsibly on each task. A labor emulation campaign was launched immediately after the groundbreaking ceremony, linking progress with safety and quality requirements. Teams and groups registered for emulation according to each item and stage, creating a sense of urgency to bring the project into operation as soon as possible."
At the Tan Vu - Hung Dao - Bui Vien section of the Ring Road 2 project, nearly 1,000 engineers and workers worked through holidays, divided into multiple simultaneous construction teams, creating a vibrant atmosphere of competition to welcome the 14th National Congress of the Communist Party of Vietnam. Deputy Project Manager Vu Van Cuong stated: "The more important a project is for the city, especially during the National Party Congress, the more decisively and responsibly we must work on it."
Driving force for development

A bustling atmosphere of construction is spreading across the city's transportation and urban infrastructure projects. Major, key projects continue to be accelerated, with many entering the final stages of completing important components. Among them, 13 projects commemorating the 14th National Congress of the Communist Party of Vietnam are seeing contractors mobilizing manpower and machinery for urgent work, creating a vibrant competitive spirit. Notably, the city recently launched three more key industrial park projects, expanding production space, attracting investment, and creating jobs.
According to the Hai Phong Investment and Construction Project Management Board, in 2025, the city will commence and inaugurate 37 key projects with a total investment of up to 262 trillion VND. 2026 will be a period of focused investment and development, so the city has identified 31 key projects requiring concentrated resources for implementation. These include many large-scale projects with inter-regional significance, playing a key role as long-term development drivers, such as the Ninh Binh - Hai Phong expressway section passing through the city; the western interchange and the extended Vo Nguyen Giap boulevard connecting to Gia Binh airport; and infrastructure projects adapting to climate change… Upon completion, these projects will expand development space, increase regional connectivity, reduce logistics costs, and enhance the city's competitiveness.
Along with transportation infrastructure, the development of new industrial parks and modern urban areas is also being accelerated, creating a foundation for attracting high-quality investment capital and forming high value-added production and service chains. This is a concrete step towards realizing the goal of in-depth industrial development, shifting from "expanding scale" to "improving quality," in line with the development orientation defined in the Party's resolutions.
Transforming policies and resolutions into concrete projects and products is the clearest measure of the governance capacity and sense of responsibility of the entire political system, worthy of the trust and expectations of the Party, the State, and the people.
According to Nguyen Thanh Hung, Director of the Department of Construction, accelerating the progress of key projects during this period is not only a way to celebrate the 14th National Congress of the Party but also a practical requirement to create an infrastructure foundation for the city's long-term development. The Department of Construction is closely coordinating with investors, project management boards, and local authorities to monitor the progress and quality of the projects, while promptly resolving any obstacles that arise during construction.
