Amidst the historic autumn atmosphere, contractors at key construction sites and projects in Ha Tinh are working at full speed to accelerate progress and complete the work according to schedule.
To date, the Dong Vinh resettlement area project in Kim Song Truong commune has reached approximately 95% completion.
Identifying resettlement areas is a crucial component contributing to accelerating land clearance for the North-South expressway project. Immediately after the commencement of construction, Can Loc district directed the contractor and the supervisory consulting unit to focus manpower and equipment to speed up construction.
At the Dong Vinh resettlement area (Kim Song Truong commune), Minh Hung Investment and Construction Joint Stock Company ( Nghe An province ) is mobilizing maximum resources and equipment to carry out construction and ensure the project's progress. Mr. Nguyen Trung Dung, the site manager, said: "Since the start of construction, the project's progress has always met the requirements. We have deployed maximum manpower, at times reaching over 50 workers; during peak periods, we mobilized overtime shifts throughout the day and night… With urgency and determination, the project has now reached approximately 95% completion."
According to Mr. Tran Manh Son, Vice Chairman of the People's Committee of Can Loc district, with 19.4 km of the North-South expressway passing through the district, 254 households in the entire district are affected by the impact on their land and assets, of which 131 households are eligible for resettlement. The district has planned the construction of 5 resettlement areas with 159 land plots (2 resettlement areas in Kim Song Truong commune, the remaining areas in Trung Loc, Quang Loc, and Son Loc).
Over the past period, Can Loc district has focused on building infrastructure in resettlement areas so that households can quickly construct houses and hand over land for project implementation. To date, the basic components are completed, and most households are proceeding with the construction of houses in the resettlement areas to hand over the land for the project. The district is determined to complete the procedures for granting land use rights certificates to the people as soon as possible.
Along with Can Loc, the entire province is implementing the construction of 26 resettlement areas and 4 cemeteries to serve the North-South expressway project. To date, 30 out of 30 resettlement areas have completed the appraisal and design approval process; some resettlement areas have already completed construction.
Contractors are leveling and compacting the ground to ensure the left embankment of the Nghèn River (Lộc Hà district) is completed and put into use as soon as possible.
With a sense of urgency, these days, workers on the Nghèn Left Embankment Emergency Repair Project in Lộc Hà district (with a total length of over 10 km and a total investment of 182 billion VND) are busily leveling and compacting the foundation to ensure the project is completed and put into use in early 2024. Besides creating a scenic environmental highlight and serving as a transportation route, the upgraded embankment sections also function to protect and complete the flood control and tidal barrier system, directly safeguarding the lives and property of approximately 12,000 people in Ích Hậu, Thạch Kim communes and Lộc Hà town (Lộc Hà district).
Mr. Nguyen Van Toan, the construction supervisor of Anh Dao Construction Joint Stock Company (Hong Linh Town), said: “Our unit is constructing 1.3 km of the Nghen left dike upgrade in Ich Hau commune. To date, we have completed over 80% of the work. In recent days, the weather has been favorable, and the company is urgently accelerating the progress, striving to complete the basic items before the rainy season, contributing to ensuring the safety of crops, ponds, and production activities in the area. Even during the September 2nd holiday, the company has assigned workers to be on duty to maintain construction work.”
Projects in Ha Tinh province are being directed decisively by investors, and contractors are actively participating.
In Ky Anh town, the road project from National Highway 12C to the Formosa Ha Tinh Iron and Steel Complex is also being intensively constructed. This project is part of the socio-economic recovery and development program under Resolution 11/NQ-CP dated January 30, 2022, of the Government, with an estimated cost of over 500 billion VND.
Mr. Le Duc Thang, Chairman of the Board of Directors of Ha Tinh Industrial Development, Construction and Trade Joint Stock Company, shared: “Our company is one of the units undertaking the construction of several items along the route of the project. The company is divided into 3 teams, working 3 shifts and 4 crews with the spirit of building as soon as the land is handed over.”
To ensure progress, the company has mobilized two synchronized, modern equipment lines on the construction sites. Simultaneously with on-site construction, the company is also mobilizing resources and signing contracts with partners to mass-produce components, ensuring installation at the planned sites.”
Construction units are urgently implementing upgrade projects for the road system in Ha Tinh City.
With a vibrant construction atmosphere and a race against time to complete important items before the rainy season, projects in Ha Tinh province are being decisively directed by investors, and contractors are actively participating.
In particular, provincial leaders and working groups have closely supervised the progress of construction projects; regularly inspected the construction sites of key projects, urged construction progress; and held quarterly meetings with investors to promptly resolve any issues… As a result, by the end of August 2023, Ha Tinh had disbursed public investment capital reaching 48.8% of the plan (over 4,200 billion VND), higher than the national average disbursement rate.
