Speeding up the progress of Tay Thien - Tam Son road project

As an important project, creating leverage for the development of spiritual tourism and resorts in Tam Dao, Lap Thach and Song Lo districts, up to now, the Tay Thien - Tam Son road project, the section from Tay Thien to Hop Ly bridge and the section from National Highway 2C to Van Truc lake, in Tam Dao and Lap Thach districts, is being highly focused on by contractors, mobilizing maximum resources, drastically speeding up construction progress, ensuring absolute safety and quality of the project.

Up to now, the implementation value of the Tay Thien - Tam Son route has reached about 40% of the contract value.

People eagerly await

The Tay Thien - Tam Son road project has a total length of 14.56 km, passing through communes and towns including Dai Dinh, Dao Tru, Yen Duong of Tam Dao district; Hop Ly, Bac Binh, Ngoc My, Van Truc of Lap Thach district.

The project has a total investment of over 375 billion VND, from the central budget with targeted support for Vinh Phuc province and the province's public investment capital. The project implementation period is in the period of 2022 - 2026.

As soon as the project started construction, the local people in the areas where the road passes through were eagerly waiting. What the people wanted most was for the road to be completed and put into operation soon, helping to shorten travel time to the localities, while creating more opportunities for trade and economic development, especially tourism development.

Ms. Nguyen Thi Nga, Bac Binh commune, Lap Thach district shared: "We are very happy when the Tay Thien - Tam Son route was started. When the route is completed and put into operation, it will help people travel more conveniently."

Sharing the same opinion with Ms. Nga, Mr. Nguyen Van Hung, Ngoc My commune, Lap Thach district said: Not only Tam Dao district, Lap Thach and Song Lo districts also have a lot of potential for tourism development associated with cultural identity, however, with the only road leading to the localities, it has significantly limited the access of tourists.

"A large road connecting Tay Thien to Tam Son will contribute to changing the face of the localities where the road passes, while also helping people have more opportunities to develop the economy, develop tourism, and improve their lives," said Mr. Hung.

Looking at the new, spacious road that is about to be put into use, Mr. Nguyen Van Toan, Dao Tru commune, Tam Dao district, excitedly said: "I hope that the road will connect the highland commune of Dao Tru with other regions in the province as well as the whole country to attract investors, creating momentum for socio-economic development for Dao Tru people in particular and Tam Dao, Lap Thach, Song Lo in general."

The route creates more opportunities for trade and economic development, especially tourism development for localities.

Construction efforts

The completion of the Tay Thien - Tam Son route will contribute to connecting the Tay Thien historical relic and scenic spot of Tam Dao district with Lap Thach and Song Lo districts. This is an area with many scenic spots such as Van Truc lake, Sang mountain area, De Tham cave, Bay waterfall; Bo Lac lake, Dong Que commune; Suoi Sai lake, Lang Cong commune; Binh Son tower, Tam Son town, which was recognized as a special national historical relic in 2015 with typical architectural features bearing the mark of national art of the Ly - Tran dynasties. Truc Lam Tay Thien Zen Monastery in Dai Dinh town, Truc Lam Tue Duc Zen Monastery in Dong Que commune are considered works that converge many quintessence of Buddhism in general, and of the Truc Lam Yen Tu Zen sect in particular.

Speaking to reporters, a representative of the Management Board of Investment and Construction of Traffic Works in Vinh Phuc province said: The biggest difficulty affecting the project's site clearance is the procedure for determining land prices.

According to the new regulations of the 2024 Land Law, this procedure takes a long time to determine the land price for a project, starting from the stage of funding, approving the bidding plan to select a consulting unit, conducting bidding according to regulations, evaluating bids and signing a winning contract with the winning land price consulting unit... then being qualified to conduct the investigation and survey of market prices to issue a land price certificate, taking about 60 days to complete.

After having land prices to make a compensation plan for site clearance, it is necessary to continue to publicly post for 30 days according to regulations before the plan can be appraised, approved and compensation paid to the people.

Currently, the project has cleared the land and handed over to contractors 10/14.56 km for construction, reaching about 70% of the land. Of which, Lap Thach district has reached over 90% of the area that needs to be cleared.

Immediately after the site was cleared, the investor directed the construction unit to increase machinery and equipment to work day and night to complete the work and disburse capital. Up to now, for the site clearance part, the roadbed, horizontal drainage, vertical drainage and asphalt paving have been basically completed in some sections. In 2025, the project will be funded with over 50 billion VND, the investor is resolutely directing the construction units to speed up the progress, ensuring the disbursement according to plan.

Speaking to reporters, a representative of the construction unit said: Immediately after receiving the handover of the site, the unit focused on machinery and workers to speed up the construction according to the set schedule. Striving for the beginning of May 2025, the project will proceed to asphalt a part of the road that meets technical requirements.

With the high responsibility of the investor and localities, and the relentless efforts of the construction unit, up to now, the implementation value of the Tay Thien - Tam Son route has reached about 40% of the contract value. These are optimistic signals for people to believe that the project will soon be completed on schedule.

This will contribute to gradually completing the Vinh Phuc urban belt 5 according to the Vinh Phuc transport planning with a vision to 2030. Forming a route connecting provincial and national tourist destinations, creating momentum for tourism and service development, promoting the socio-economic restructuring of the province and localities through which the route passes. At the same time, strengthening traffic connections for districts in the northern and western regions of the province, improving traffic quality, facilitating people's travel, trade and economic development.
