Expedite the process of exploiting and disposing of surplus land and buildings to avoid waste.

(CT) - Prime Minister Le Minh Hung has just signed and issued Official Dispatch No. 39/CD-TTg on accelerating the exploitation and handling of surplus land and buildings when implementing organizational restructuring and administrative unit rearrangement at all levels.

Accordingly, the Prime Minister requested Ministers and Heads of Central Agencies to promptly issue all relevant documents within their authority to implement legal regulations in the field of public asset management and utilization; to be completed by May 2026. Heads of Ministries and central agencies that have not yet completed the handling of surplus land and buildings are directed to finalize decisions on the handling of these surplus land and buildings before May 25, 2026; and to organize the handling of surplus land and buildings within the prescribed timeframe. They are also to continue reviewing land and buildings that are still in use or have been allocated or transferred for use as offices or operational facilities to ensure compliance with the standards and norms for the use of offices and operational facilities issued by competent authorities.

The Prime Minister requested the Secretaries of Provincial and City Party Committees and the Chairmen of the People's Committees of provinces and centrally-administered cities to urgently lead and direct the issuance of all relevant documents within their local authority to implement legal regulations in the field of public asset management and utilization; to be completed by May 2026. They are also to directly lead and direct the management, exploitation, and disposal of surplus land and buildings under their management to ensure completion of processing, exploitation, and utilization by the second quarter of 2026, preventing damage, deterioration, and waste.
