Speeding up the construction progress of 9 eastern resettlement areas to serve the railway project to Lao Cai

To serve the site clearance work of the Lao Cai - Hanoi - Hai Phong railway construction investment project through the eastern communes and wards of Hai Phong city, the city has arranged to build 9 resettlement areas, planning to accommodate more than 1,300 households.

Building 9 resettlement areas, arranging more than 1,300 households

According to Plan 138 dated June 6, 2025 of the City People's Committee on compensation, support, and resettlement to serve the site clearance for the Lao Cai - Hanoi - Hai Phong railway construction investment project, the number of households that must be resettled throughout the city is quite large, with 1,330 households whose land is recovered to implement the project in the old districts: An Lao, Kien Thuy, Duong Kinh, Do Son, Cat Hai. Of which, in the old An Lao district, 3 resettlement areas will be built with an area of 8.44 hectares, expected to accommodate about 454 households. In the old Kien Thuy district, 5 resettlement areas will be built with an area of 14.5 hectares, expected to accommodate about 497 households. In the old Duong Kinh district, 1 resettlement area will be built with an area of 7.79 hectares, expected to accommodate about 430 households.

The City People's Committee assigned the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to closely coordinate with departments, branches, sectors and localities in compensation and site clearance for project implementation; perform the tasks of the investor for projects to build resettlement areas to serve the Lao Cai - Hanoi - Hai Phong railway construction project; organize the establishment of investment projects to build resettlement areas to serve the resettlement arrangement for households whose land is recovered to serve the railway project; coordinate the implementation of site clearance for resettlement areas according to regulations.

If the investment progress of the resettlement areas for the railway project is in accordance with the schedule assigned by the City People's Committee, by June 30, 2025, the Hai Phong Transport and Agricultural Construction Investment Project Management Board will complete the first stage of investment preparation. Specifically, the handover of cadastral maps of the resettlement areas to the Project Management Boards of An Lao, Kien Thuy, Duong Kinh, Do Son, and Cat Hai (old) areas must be completed. Next, from July 1, localities will begin to carry out site clearance and land acquisition for resettlement projects and must be completed by September 30, 2025. However, by July 7, localities have not been able to carry out site clearance for resettlement projects. The reason is that the Hai Phong Traffic and Agricultural Construction Investment Project Management Board has not yet handed over cadastral maps of resettlement areas to the Project Management Boards of regions and localities to serve as a basis for coordination in site clearance and land acquisition for resettlement projects.

Speed up completion of related documents

According to the progress of the railway project, by July 7, the Project Management Boards of the areas in the city basically completed the inventory and developed compensation, support and resettlement plans. According to the city's plan, by the end of August 2025, localities will complete the site clearance work for the Lao Cai - Hanoi - Hai Phong railway project. Therefore, the progress of the construction of resettlement areas plays an important role in the progress of site clearance for the railway project. Up to now, local people have unanimously supported the project and look forward to being resettled soon to stabilize their lives.

Director of the Duong Kinh Area Project Management Board Hoang Van Dong said that the resettlement project for the railway project is located in the old Hoa Nghia ward, now Duong Kinh ward, with a total area of 7.9 hectares, serving about 430 households. Like other localities, the unit is closely following the progress of site clearance for the railway project, but like other localities, the project is facing difficulties due to the slow progress of the resettlement area construction compared to the plan. Therefore, it is recommended that the City People's Committee direct the Hai Phong Traffic and Agricultural Construction Investment Project Management Board to urgently complete the relevant legal procedures and documents to promptly implement land acquisition and construction of the resettlement area for the project. Only then will people soon agree to hand over the site and stabilize their lives.

The investment project to build the Lao Cai - Hanoi - Hai Phong railway line through Hai Phong is about 89.88 km long, passing through 24 communes, wards and special zones. including: Cam Giang, Ke Sat, Mao Dien, Binh Giang, Yet Kieu, Gia Loc, Gia Phuc, Tan Ky, Tu Ky, Dai Son, Chi Minh, Ha Dong, An Quang, Quyet Thang, An Khanh, An Hung, Kien Thuy, Kien Minh communes, Duong Kinh ward, Hai An, Dong Hai, Nam Do Son, Kien Hai commune and Cat Hai special zone.

The total land area to be recovered is about 624.13 hectares, with 6,096 households affected. Of these, 1,749 households need to be resettled (407 households in the old Hai Duong, 1,342 households in the old Hai Phong). The total estimated cost for site clearance is about 9,753 billion VND.

The city has assigned the task of implementing 14 resettlement projects including 11 projects in the old Hai Duong and 3 projects in the old Hai Phong with 9 resettlement areas. The total area for implementing the resettlement projects is about 59.86 hectares. The estimated cost is about 1,237 billion VND.
