National Assembly delegate of Quang Tri province, member of the National Assembly's Economic and Financial Committee Ha Sy Dong, spoke in debate with the opinions of a number of delegates on the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
Regarding Clause 2, Article 111 of the draft, delegate Ha Sy Dong suggested not to remove the word “level” in “local government level” because this is the term to distinguish between local governments with full People’s Councils and People’s Committees and governments without People’s Councils. This distinction is very important in the context of piloting the urban government model in some large provinces and cities such as Ho Chi Minh City and Da Nang.
Delegates proposed that it is necessary to study the transfer of some powers of the National Assembly and the Government to local authorities right in the Constitution, such as deciding on local budget revenue and expenditure and managing local payroll.
Regarding Clause 1, Article 114, the delegate suggested that it is necessary to clarify whether the People's Committee is a local or local administrative agency and to consider whether the operating mechanism of the provincial People's Committee should maintain a collective regime or switch to a chief regime.
In addition, delegates emphasized the need to strengthen the mechanism of monitoring and controlling power at the local level through the role of the Fatherland Front and socio-political organizations, associations, industries, businesses and press agencies.
In particular, delegates proposed to study and amend Article 51 of the Constitution to affirm the most important driving force role of the private economy for the national economy instead of just being an "important component".
The National Assembly also discussed another session on the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
