National Assembly Delegate: Not everyone who teaches extra classes is bad, avoid the practice of 'if you can't manage it, ban it'

The above opinions were raised at the discussion in the hall about the draft Law on Teachers this morning (November 20) within the framework of the 8th Session of the 15th National Assembly .

Delegate Do Huy Khanh ( Dong Nai ) cited the provisions in the bill on prohibited acts for teachers: "Forcing students to participate in extra classes in any form, paying amounts of money outside of the provisions of the law...".

According to Mr. Khanh, this content still has many controversial opinions from National Assembly delegates and people of all walks of life. In which, people are divided into two main viewpoints, one supports allowing extra teaching, considering this a conditional business. The other direction, on the contrary, believes that extra teaching and learning should be banned.

Delegates suggested that after the Law on Teachers is passed, the Ministry of Education and Training should coordinate with ministries, especially the Ministry of Planning and Investment, to issue a circular to thoroughly consider this matter.

"In fact, extra teaching and learning also has positive aspects. Not all teachers are bad and force students to take extra classes. There are parents who cannot pick up their children at noon to take care of them because of work, or because they work overtime and cannot pick up their children early, so they ask teachers to pick up their children to take care of them so that the parents can work with peace of mind. We need to avoid the situation where we cannot manage it and ban it," he said.

Delegate Chamaléa Thi Thuy (Ninh Thuan) agreed with Delegate Khanh's statement about extra classes. "We need to look thoroughly at extra classes and extra classes to make appropriate regulations, because in reality extra classes are a real need for teachers and students, especially in urban areas and areas with developed economic conditions, so families will invest more in their children's education," said Delegate Thuy.

The female delegate said that not only students who do not study well need to take extra classes, but also students with good learning ability need to take extra classes to improve their knowledge, especially those who want to take entrance exams to specialized schools, excellent students at all levels, and top universities. The need to find good teachers for extra classes is always real.

"The idea that increasing salaries and policies for teachers has solved the problem of extra teaching is still subjective and not really suitable for real life," Ms. Thuy said.

Regarding policies for teachers, Ms. Thuy agrees with the principle that "education is a national policy in every stage of the country's development", so taking care of policies and honoring the team working in education needs to be focused on.

In recent times, some policies to support tuition fees and study costs for pedagogical students have been effective, attracting many excellent students to enter the pedagogical industry. The quality of pedagogical input is increasing, and the level of competition for pedagogical industry is also very fierce.

"In recent admission seasons, the days of only rats running to the end of their cages to enter the teaching profession are over. The input to the teaching profession has been getting better and better, so in my opinion, the output is the problem," the delegate said, suggesting that there must be policies so that teachers can find jobs after graduation, make a living from their profession, and pursue their passion for their profession, which will increasingly attract talent.

Delegate Nguyen Van Canh (Binh Dinh Delegation) said that with the same curriculum and the same teacher, students' learning levels are different. Academic performance in a class can be divided into three groups. The group that meets the standards is usually 80%, the group that excels is 9-10%, and the group that cannot keep up with their friends is 10%. "It is necessary to require the weak group to take extra classes to catch up with their friends," said Delegate Canh.

Not only the weak group, but also the average group still needs to study extra to become better and get into better schools. The outstanding group needs to study extra to achieve high results in the excellent student competition. This is something that "should not be limited, but even encouraged".

Delegate Canh agreed that tutoring with the purpose of "getting a higher score than the actual ability", because tutors are not objective, is something that needs to be stopped. Therefore, he proposed that the education sector build a question bank for each topic in each subject. Any educational institution that allows teachers to tutor their own students must have the test taken randomly from the question bank. This will help avoid negative situations, discrimination against students who do not take extra classes and reflect the true ability of the students.
