Longing for social housing
Ms. Pham Thi Huong (born in 1981), originally from Tuyen Binh commune, has worked for over 15 years at Ha Quang Garment Factory in the Northwest Dong Hoi Industrial Zone. Because her home is more than 40km away from her workplace, she has to rent accommodation near the factory for convenience in commuting every day.
“The boarding house I'm renting is mainly occupied by workers from the Ha Quang Garment Factory. The rooms are roofed with fiber cement, making them very hot in the summer. Some workers live far away, have difficult family circumstances, or their parents are sick in their hometown and have no one to take care of them, so they have to bring them to live in this cramped boarding house for convenience. We workers have repeatedly petitioned the company's trade union to build social housing for workers, but nothing has materialized yet,” Ms. Huong shared.

Ms. Pham Thi Huong is just one of many garment workers in need of social housing. With a large workforce, mostly young workers and women with small children, most garment workers in industrial zones throughout the province desire social housing, including daycare centers and community facilities, to improve their daily living environment and feel secure in their long-term commitment to the company.
Mr. Le Tuan Anh, 34 years old, a worker at the wood pellet factory of Vinh Ninh Bioenergy Joint Stock Company, Northwest Quan Hau Industrial Park, said he is very satisfied with his current job. His concern is that with a monthly salary of about 10 million VND, and his wife running a small business at home, after deducting living expenses and the cost of raising two young children, his family is not yet able to buy land to build a house. The couple currently lives with his parents in their hometown.
Like Ms. Huong, Mr. Le Tuan Anh hopes that the government will pay attention to building social housing for workers at preferential prices so that workers have the opportunity to own an apartment near their workplace, making it convenient for caring for and raising their children.

Mr. Truong Chien Vu, Chairman of the Trade Union of S&D Quang Binh Co., Ltd., located in the Northwest Quan Hau Industrial Park, said that since its establishment in 2016, the company had promptly petitioned the competent authorities regarding the construction of social housing for workers in industrial parks. For more than 10 years, that petition has yet to be realized.
Quang Tri province currently has 23 industrial parks, attracting more than 10,000 workers. The policy of attracting investment into industrial parks in the province is becoming increasingly attractive and vibrant. It is predicted that the workforce in these industrial parks will increase significantly, leading to a rapid increase in the demand for housing for workers employed in factories, enterprises, and production facilities within these industrial parks. Therefore, building social housing for workers is becoming increasingly necessary.
Positive signs
Currently, the province has 12 social housing projects with a total of over 7,000 apartments that have received investment approval from the Provincial People's Committee; 4 projects are under construction with a total of 1,869 apartments. In 2026, investors are expected to complete and hand over approximately 993 apartments. The Loc Ninh 1 social housing project in Dong Thuan ward commenced construction on December 25, 2025 and is expected to be completed in the fourth quarter of 2027.
This project provides a total of 309 apartments, divided into 14 different types, meeting the diverse needs of residents. Located near industrial zones, this affordable social housing project is suitable for low-income workers.

Regarding the orientation for building social housing and worker accommodation in industrial parks, Mr. Van Duc Loi, Deputy Director of the Department of Construction, said: “The plan for building social housing and worker accommodation in industrial parks in Quang Tri province has been approved. The land plots are all located close to industrial parks, making it very convenient for workers to live and work. We are calling on businesses to invest in social housing projects. The goal is to make the apartments affordable, suitable for the income of workers, but the infrastructure must ensure full amenities and social welfare facilities including kindergartens, shopping areas, and recreational areas for the resident community.”
With the attention of the province, relevant departments, units, and businesses, in the not-too-distant future, affordable social housing will be the optimal choice for workers in the province's industrial zones to settle down and build a stable life. When workers have stable housing, they will stay with the company for the long term and dedicate themselves fully to the business.
