Mobilize forces
In early June, police in communes and wards with examination centers implemented plans to ensure security and safety for the high school graduation exam.
Accordingly, the Provincial Police Department deployed more than 500 officers and soldiers to be on duty at all 68 examination sites in the province, including local commune and ward police officers and officers from the Traffic Police Department.

In addition, there are security forces covering the exam paper printing, transportation, marking, cybersecurity, traffic police, fire prevention and fighting, and a command and reserve force of nearly 300 people. Some areas with many exam locations have been reinforced with additional personnel, such as Bac Giang Ward with 4 exam locations (mobilizing 32 officers and soldiers); Vo Cuong Ward and Kinh Bac Ward each have 2 exam locations with 16 officers and soldiers on duty.
In areas with a large number of candidates, such as Tan Yen, Hiep Hoa, Luc Nam, and Yen Phong, the police force has developed separate plans and proactively handled any arising situations at the grassroots level.
Major Nguyen Van Tien, Deputy Head of Tan Yen Commune Police, said: “The two examination centers located at Tan Yen No. 1 High School and Hoang Hoa Tham High School are both situated on major traffic routes with high traffic volume. Therefore, in addition to protecting exam papers and maintaining security and order in the examination area, the commune police have developed a traffic management plan, surveyed the area, strictly managed businesses operating under specific conditions, and are ready to handle any arising situations to ensure absolute safety for the exam.”
In Vo Cuong ward, where two major examination centers with thousands of candidates are located – Han Thuyen High School and Nguyen Du High School – the police force has intensified inspections of businesses around the examination centers, while also developing traffic flow plans at key intersections, reviewing the area, managing residency, inspecting accommodation establishments, photocopy services, electronics stores, and requiring households to sign commitments not to violate regulations on exam paper copying...
In mountainous areas such as Son Dong, Luc Ngan, and Yen The, local police, in coordination with local authorities, are reviewing cases of students from disadvantaged backgrounds to provide support in the event of heavy rain or other unusual situations.
Multi-layered defense, avoiding being caught off guard.
The provincial police proactively implemented a comprehensive set of measures to ensure security and safety throughout the province. From the beginning of May, a specialized plan for protecting the exam was issued, clearly assigning responsibilities to each operational unit, the police in communes and wards, and coordinating forces.
As the permanent advisory unit, the Internal Political Security Department, in coordination with the Department of Education and Training, reviewed all conditions serving the examination; intensified inspections of state secret protection, areas for storing exam papers and answer sheets, surveillance camera systems, and fire prevention and control plans; and strengthened monitoring of the online environment to promptly detect and prevent the dissemination of false information or content affecting the examination.

Colonel Nguyen Hong Diep, Head of the Internal Political Security Department, stated: "The unit focuses on identifying and preventing emerging risks early on, especially fraudulent activities using high-tech devices; and urges local police to strictly implement security plans to prevent the emergence of security and order hotspots."
According to the plan of the Provincial Police, security forces are deployed in a three-tiered, closed-loop system. The first tier is responsible for protecting the areas where exam papers are printed, stored, and graded; the second tier protects the interior of the examination centers, the working areas of the examination board, and the storage areas for exam papers and answer sheets; and the third tier ensures security, order, and traffic safety outside the examination centers.
Simultaneously, traffic police are developing traffic diversion plans on key routes; fire and rescue police are inspecting safety conditions at examination sites; and cybersecurity forces are strengthening cyber surveillance throughout the examination period.
Colonel Bui Chien Thang, Deputy Director of the Provincial Police and Deputy Head of the Examination Steering Committee, requested that all units continue to uphold a high sense of responsibility, proactively monitor the situation early and from afar. He urged a comprehensive review of potential risks, especially in cyberspace and in areas with a large number of exam candidates. He also emphasized the need to prepare sufficient personnel, resources, and contingency plans to promptly handle any unforeseen situations, avoiding passivity and surprise.
