Proposal to mobilize and second teachers to ensure staff for the new school year

In order to ensure the arrangement of enough teachers, staff, and workers in public educational institutions for the 2025-2026 school year, the Ministry of Education and Training has just requested the People's Committees of provinces and cities to pay attention to maintaining stability and ensuring the team of teachers, staff, and workers in schools.

Continue to direct the implementation of teacher recruitment and solutions to ensure the staff and team of preschool and general education teachers in accordance with the direction of the Prime Minister .

"In case recruitment has not been carried out, the provincial People's Committee is requested to consider, arrange funding and sign labor contracts or mobilize, second, and arrange inter-school and inter-level positions to ensure sufficient staff for the new school year," the Ministry of Education and Training requested.

The Ministry of Education and Training requires localities to have solutions to ensure enough teachers for the new school year 2025-2026.

The Ministry also requested the People's Committees of the provinces to promptly direct the implementation of replacement contracts for cases of sick leave, maternity leave, retirement, resignation or contracts within the payroll quota, unused labor contract quota to ensure the addition of teachers, staff and workers lacking in educational institutions.

In addition to policies on working regimes and overtime pay regimes for teachers and staff according to regulations, it is necessary to pay attention to creating conditions for arranging facilities, reviewing and renovating public housing and supporting policies according to actual local conditions for the team of teachers and staff to ensure living and working conditions for the team when implementing mobilization, secondment, and inter-school and inter-level arrangements.

Applying the method of calculating teacher standards by region

The Ministry of Education and Training said that regarding the implementation of regional division to calculate teacher quotas after the implementation of the arrangement of commune-level administrative units, the unit has noted that localities and educational institutions in communes and wards after the merger continue to apply the method of calculating teacher quotas by region as before the arrangement until there are new instructions.

Based on the current conditions of facilities, staff, etc., the principals of educational institutions calculate and propose to the People's Committees at the commune level the quota of students/class.

The People's Committee at the commune level shall consider and report to the Department of Education and Training so that the Department can submit to the Chairman of the Provincial People's Committee a specific regulation on the number of students lower than or exceeding the maximum ceiling prescribed in accordance with the actual situation of each educational institution in the area to resolve special situations arising during the implementation process.

According to the Ministry of Education and Training, by the end of the 2024-2025 school year, the entire sector will have nearly 1.28 million teachers at all levels in both public and non-public sectors, an increase of nearly 22,000 people compared to the previous year. The Ministry of Education and Training, in coordination with the Ministry of Home Affairs, has proposed adding 10,304 more teachers to the payroll to overcome the shortage of teachers, especially in difficult areas, while gradually ensuring a reasonable subject structure.
