Rectifying overcharging in educational institutions

The Department of Education and Training has just issued a document guiding the People's Committees of wards, communes and educational institutions in the province on implementing collection and rectifying over-collection in educational institutions from the 2025-2026 school year.

Accordingly, the collection is carried out according to 4 principles. Specifically: It is necessary to clearly distinguish between compulsory, agreed upon and voluntary collection. Collection is carried out when there is a budget (revenue - expenditure), agreed upon by the school leadership and the school leadership with the parent representative board.

Students participate in STEM educational activities.

All revenues and expenditures must be made at the school's accounting department to create receipts and expenditures and reflect them in the accounting system. Revenues and expenditures must be made publicly according to the provisions of Circular No. 09/2024/TT-BGDDT dated June 3, 2024 of the Ministry of Education and Training on promulgating the Regulations on public implementation for educational institutions in the national education system.

School revenues include: tuition fees (for non-public educational institutions, vocational educational institutions); enrollment services; vehicle parking services for students; cleaning services for student restrooms.

Other services in the field of education and training (food and beverage services, boarding services; school health services; psychological counseling services, career guidance, career guidance experiences; extracurricular activities, life skills; childcare and care services for children and students outside of school hours; services to support other educational activities) based on the actual situation, facilities and needs of students to agree with the Parents' Representative Board to develop a revenue and expenditure estimate to ensure the principle of full collection, full expenditure and proper use, publicizing each revenue item to parents before implementation...

The Department of Education and Training also requested educational institutions to coordinate with credit institutions, payment intermediary organizations and related units to accept payment of tuition and educational service fees by non-cash payment methods; unify payment information forms...
