On November 4, according to information from the People's Council of Phu Tho province, the unit issued Resolution No. 32 detailing the list of revenues and collection levels, the mechanism for managing revenues and expenditures of services serving and supporting educational activities for public educational institutions in Phu Tho province (Resolution No. 32).
Resolution No. 32 takes effect from November 8, 2025.
According to Resolution 32, applicable subjects: Preschool children, high school students, and students of general education programs studying at public educational institutions in the national education system in Phu Tho province.
State management agencies of education in the province; public educational institutions in the national education system in Phu Tho province.
Resolution No. 32 clearly stipulates that public educational institutions are not allowed to negotiate service fees, service fees, and educational support fees other than service fees prescribed in this Resolution.
Public educational institutions must properly implement the principles of collecting and spending for the right purposes, economically and effectively; before collecting, there must be a revenue and expenditure estimate for each item to ensure correct calculation, sufficient compensation for expenses, and in accordance with socio- economic conditions and income of parents and students;
Public educational institutions must negotiate with students' parents and report to competent authorities to decide on a collection level not exceeding the maximum collection level as prescribed in this Resolution.
When collecting fees for items supported by the state budget or arranged from other funding sources, the collection level must be deducted after calculating the amount of funding arranged in the unit's budget.
