Through studying the draft documents of the 14th National Party Congress, National Assembly delegate Nguyen Thi Ha (National Assembly Delegation of Bac Ninh province) said that building and implementing the National Target Program on modernization and improving the quality of education and training is a strategic visionary orientation, meeting the urgent needs of the country in the new development stage.

In the context of digital transformation, knowledge economy and deep international integration, high-quality human resources become the key factor determining national competitiveness.

“The determination of a separate national target program for education shows that our Party has correctly recognized the position and role of education - not only as a cultural and social field, but also as a driving force for development, the foundation of innovation and industrialization and modernization of the country. This is a necessary step, demonstrating strategic vision and strong political determination in reviving Vietnam's education,” emphasized National Assembly delegate Nguyen Thi Ha.

Also interested in and researching the above issue, Mr. Ta Viet Hung - Director of the Department of Education and Training of Bac Ninh said that the draft document of the 14th Party Congress determined that the development of the National Target Program on modernization and improvement of the quality of education and training is a policy of strategic significance, demonstrating the new vision of the Party in the period when the country enters a period of rapid and sustainable development on the basis of science - technology, innovation and comprehensive digital transformation.

According to Mr. Hung, this national target program creates mechanisms, resources and synchronous participation of the entire political system to make education and training truly become a "top national policy". This is not just a single investment project, but a comprehensive, long-term and interdisciplinary program, aiming to ensure that all people have access to quality, modern and equal education, from preschool to university, vocational education and lifelong learning.

The new Bac Ninh province is based on the merger of the entire administrative boundaries of the two old Bac Ninh and Bac Giang provinces, becoming a province with an important geographical position in the Hanoi Capital region, located in the Northern key economic region. The entire Bac Ninh province has 1,221 educational institutions (including: 425 kindergartens, 317 primary schools, 72 primary and secondary schools, 292 secondary schools, 90 high schools, 3 boarding schools for ethnic minorities with high school level, 2 specialized schools, 18 vocational education and continuing education centers and equivalent).

The national target program on education will contribute to narrowing the quality gap between regions, promoting digital transformation in management, teaching, quality assessment, and at the same time creating breakthroughs in infrastructure, equipment, digital libraries, subject classrooms, teachers' housing, etc.

In addition, the current context requires the education sector to innovate more strongly than ever. The implementation of the 2018 General Education Program, the shift in the labor market, the demand for high-quality human resources in the era of artificial intelligence, green transformation and knowledge economy... are posing great challenges. Without a national target program with comprehensive coverage and adequate resources, it will be difficult to ensure consistency between policy, investment and management, especially at the local level.

When the program is implemented, localities will have a legal basis and financial mechanism to mobilize diverse social resources, while increasing their initiative in management and implementation.

“For Bac Ninh - an industrial and rapidly urbanizing center - this is an important opportunity to modernize the education system in an open, flexible, and smart direction, linking education with the human resource needs of industrial parks, FDI enterprises, and the process of smart urban development…”, said the Director of the Department of Education and Training of Bac Ninh.

As one of the leading institutions in digital transformation, implementing early foreign language teaching for students (from preschool), Mr. Nguyen Nho Hoa - Principal of Kinh Bac International School (KBIS), expressed his joy when receiving the draft document of the 14th National Party Congress. According to him, this is a correct and superior policy, helping the teaching staff to be excited, the national target program continues to pave the way for private education to develop.

Citing the goal of making English the second language in schools, KBIS Principal Nguyen Nho Hoa emphasized that this is the right policy to move towards integration. However, he suggested that to implement it, conditions regarding human resources and facilities are needed.

Suggesting three breakthrough pillars

KBIS Principal Nguyen Nho Hoa said that at KBIS and many other educational institutions, making English a second language takes time and requires overcoming many difficulties.

“Along with the attention of the policy, the roadmap to make English the second language in schools needs to be done step by step, cautiously but determinedly. It is possible to choose classes or blocks with conditions to implement first, then gradually expand. Teaching the second language should be done in groups of classes instead of the whole school, the way to do it is to spread naturally, learn from lessons in class or life, create advanced models and then expand…” - he suggested.

Delegate Nguyen Thi Ha also said that in order for the national target program to truly create a breakthrough, it must be designed in an integrated, long-term direction, with a sustainable financial mechanism and clear decentralization, ensuring that each locality has the conditions to proactively organize implementation.

The delegate suggested that the program should focus on three key pillars: fundamentally innovating the content and methods of education towards developing learners' capacity and qualities, linking training with practice, the labor market and national development requirements. At the same time, investing in modernizing facilities, digital infrastructure and strongly transforming to a digital education model, creating a smart, open, flexible and fair learning environment for all learners.

Along with that is the development of a team of teachers and educational administrators that is sufficient in quantity, strong in quality, has pedagogical capacity, moral qualities and innovative thinking. This is the key step, deciding the success of all educational policies.

Sharing the same view, Director of the Department of Education and Training of Bac Ninh Ta Viet Hung said that, in addition to the above pillars, it is necessary to focus on developing comprehensive education associated with vocational capacity, digital skills and digital citizen culture; promoting career education, STEM, foreign languages, information technology, soft skills. At the same time, it is necessary to have a coordination mechanism between schools - families - society and businesses in career orientation, practical experience and human resource training according to actual needs.

At the same time, enhance equity in access to education and ensure school security. Focus on disadvantaged areas, vulnerable groups, students with disabilities, students in special circumstances; at the same time, build a safe, friendly, and happy school environment. This is a measure of civilization and humanity in a modern education system.

If resources are mobilized well, real power is given to localities, digital technology is effectively exploited and the teaching staff is developed in a professional - humanistic - creative direction, this National Target Program will truly create a turning point in the quality and effectiveness of education and training, contributing to building high-quality human resources to serve the country's development in the new period.

“For Bac Ninh, this is also an opportunity for the provincial education sector to strongly transform in quality, discipline and integration, making practical contributions to the common goal of turning the province into a centrally-run city before 2030,” the Director of the Department of Education and Training of Bac Ninh expected.
