With the motto "Innovation - Democracy - Unity - Development," the 13th Congress of the Vietnam Trade Union adopted the goals, targets, tasks, and solutions for implementation during the 2023-2028 term. To ensure the resolution is put into practice in the workers' and employees' movement and trade union activities, the Standing Committee of the Provincial Federation of Labor has developed an action program with specific contents, closely aligned with the practical situation of the locality and unit, to further develop the trade union organization.
Studying and thoroughly understanding the resolution
Even in the final days of 2023, the Provincial Labor Union still convened more than 230 grassroots trade union officials to attend an online conference to study and understand the Resolution of the 13th Congress of the Vietnam Trade Union, organized by the Vietnam General Confederation of Labor.
Ms. Dang Thi Thanh Hoa – Vice President of the Provincial Labor Union – informed: The province currently has 17 higher-level labor unions directly under the grassroots level, including 10 district, town, and city-level labor unions, and 7 industry-level labor unions, with nearly 1,400 grassroots labor unions. Although the number of attendees at this meeting is not yet complete, it helps all levels of labor unions and union officials to grasp the basic and core content of the resolution. In particular, it highlights the opportunities, challenges, goals, breakthroughs, tasks, and solutions for labor union activities in the 2023-2028 term. This will create unity of will and action throughout the entire labor union system, encouraging and motivating all officials, union members, and workers to utilize their intellect, enhance their sense of responsibility, and actively participate in activities organized by the Vietnam Labor Union.
Specifically, the conference focused on four major themes of the Congress Resolution, including several key contents of the Resolution of the 13th Congress of the Vietnam Trade Union; the main tasks and solutions in the work of building the Trade Union organization for the 2023-2028 term; some amendments and additions to the Charter of the Vietnam Trade Union; the main tasks and solutions in trade union finance; and the main tasks and solutions in inspection, supervision, and women's affairs within the trade union. This was also a comprehensive activity aimed at unifying will and action, and raising the determination of all levels of trade unions to put the resolution into practice.
Implement a specific action plan.
Immediately after the online conference, the Provincial Federation of Labor Unions disseminated the action program to implement the Resolution of the 13th National Congress of the Vietnam Trade Union and the Resolution of the 11th Provincial Trade Union Congress, and directed all levels of trade unions to continue organizing study and dissemination sessions for those who had not yet participated in the national conference, using appropriate forms and content.
The province's action plan focuses on three breakthrough tasks and five key thematic programs and resolutions, as well as setting realistic targets for the province. Specifically, by the end of the term, the province aims to recruit over 99,000 union members and ensure that at least 83% of enterprises and units with trade union organizations meet the criteria for representation, negotiation, and signing of collective labor agreements in accordance with the law. The goal is for 100% of higher-level trade unions directly above the grassroots level to achieve a "good performance" rating annually, with at least 80% of grassroots trade unions in the state sector and 55% or more of grassroots trade unions outside the state sector achieving a "good performance" rating; 100% of grassroots trade unions in state-owned enterprises meeting the criteria to establish women's committees as stipulated in the Vietnam Trade Union Charter; and on average, each grassroots trade union will recommend at least one outstanding union member for the Party to consider, train, and admit…
Based on that, the Standing Committee of the Provincial Labor Union also set out 9 tasks and solutions for implementation. These include focusing on representing, caring for, and protecting the legitimate rights and interests of union members and workers, contributing to improving the quality of life; propaganda and mobilization work among workers; innovating the content and form of emulation; building a strong trade union organization that attracts and unites a large number of workers; building a strong and modern working class, building a clean and strong Party, State, and political system; improving the effectiveness of women's work; strengthening the management of trade union finances; strengthening inspection and supervision; and innovating trade union operating methods to adapt to the new situation.
With a spirit of solidarity, from the very beginning of the new term, trade union organizations at all levels in the province have demonstrated high determination in implementing the Resolution of the 13th National Congress of the Vietnam Trade Union and the Resolution of the 11th Provincial Trade Union Congress, term 2023-2028, contributing to building an increasingly developed and strong trade union organization.
