Proposal to tighten on-time flight criteria to avoid many flights being delayed for hours

Citing many flights delayed for hours or even half a day, the Chairman of the Delegation Work Committee proposed tightening the criteria for on-time flights to protect passengers.

The above content was presented by Chairman of the Delegation Work Committee Nguyen Thanh Hai when discussing the draft Law on Vietnam Civil Aviation (amended) at the 49th session of the National Assembly Standing Committee, which took place on the morning of September 5.

Ms. Nguyen Thanh Hai suggested that the draft Law should supplement regulations on the authority and responsibility of the Slot Coordination Council (the time allocated for airlines to take off and land flights and is considered "golden land" at the airport for airlines to exploit according to their capacity), and the principle of prioritizing slot coordination based on quantitative criteria such as on-time flight rates.

" In addition to airlines that fly on time, there are airlines that are delayed a lot, up to several hours, even half a day. Having such criteria and rates will encourage airlines to ensure the interests of customers, " said the Chairman of the Delegation Work Committee.

In addition, according to Ms. Hai, it is necessary to strengthen the monitoring mechanism and publicize the entire process and results of slot coordination on the electronic information portal of the Ministry of Construction and the Civil Aviation Authority of Vietnam.

Previously, presenting the Government 's proposal, Minister of Construction Tran Hong Minh said that the draft Law on Vietnam Civil Aviation (amended) was rearranged and restructured to include 11 chapters and 107 articles (95 articles less than the current Law).

The draft amended Law stipulates that civil aviation activities of the armed forces and other state agencies, operations of official aircraft of the armed forces or other state agencies serving official purposes, unmanned aircraft and other flying vehicles are carried out in accordance with the provisions of this Law to create a legal corridor to meet the development needs of this field.

At the same time, amend regulations on aviation authorities and aviation security authorities to clearly define authority in management; air transport, and the carrier's obligations to passengers.

Amend the provisions on the list of fees, charges and prices in the aviation sector in the Law on Fees, Charges and the Law on Prices to conform to the State's management objectives according to the provisions of the law on fees, charges and prices.

" This is to ensure revenue for investors and port enterprises in maintaining costs related to airport operations; improve service quality; create a healthy business environment; create conditions for economic sectors to participate in investment, construction of airport infrastructure, and provision of aviation services at airports. At the same time, ensure that the aviation market is operated in accordance with market mechanisms and effectively controlled by the State, " said the Minister.

Mr. Minh stated that the draft Law supplements regulations on exemption of construction permits for works at airports and works ensuring flight operations outside airports to contribute to simplifying administrative procedures and improving the efficiency of construction activities at airports.

Supplementing regulations on fleet management of Vietnamese airlines; management and use of aviation infrastructure assets to promote dual-use functions of airports.

These contents, according to the Minister of Construction, contribute to improving the efficiency and effectiveness of State management of airports, maximizing exploitation potential.

In addition, the draft Law adds provisions assigning the Government to issue a pilot mechanism for research and application of new technologies, means, equipment, types of transport, and advanced materials in civil aviation activities.

" Thereby creating flexibility in selecting and applying new technologies, means, equipment, types of transportation, and advanced materials in civil aviation activities in the face of development trends and science and technology transfer; creating a premise for Vietnam's civil aviation to approach the world's rapid and modern development trends, " Minister Tran Hong Minh stated.
