Prosecution recommended for former Director of Ca Mau CDC.

On August 22, the Investigation Police Department of Ca Mau province concluded its investigation and recommended that the People's Procuracy of the same level prosecute the defendant Dang Hai Dang, former Director of the Center for Disease Control (CDC) of Ca Mau, for the act of "Violating regulations on bidding causing serious consequences".

In addition to the same offenses, the investigating agency also recommended prosecuting defendants Ho Quang Nhu (former Deputy Head of the Planning and Operations Department of the Ca Mau CDC) and Le Ngoc Dinh (former Head of the Planning and Finance Department of the Ca Mau Department of Health ).

These three defendants returned the money they received from Viet A Technology Joint Stock Company (Viet A Company) to the authorities in early 2022. Of these, defendant Dang returned approximately 1 billion VND.

From January 2020 to October 2021, the Department of Health, the CDC of Ca Mau, and the Provincial General Hospital implemented 11 bidding packages for the purchase of test kits, automatic DNA/RNA extraction machines, chemicals, biological products, and equipment for COVID-19 prevention and control from Viet A Company, totaling over 49 billion VND.

Based on the investigation results, the Ca Mau Department of Health purchased test kits from Viet A Company at a price higher than the production cost (including 5% profit and other expenses), resulting in a loss of over 9.1 billion VND; the remaining contract for 40,000 kits has not yet been settled.

Accordingly, the Ca Mau CDC purchased test kits from Viet A Company at a price higher than the production cost (including 5% profit and other expenses), resulting in a loss of approximately 3 billion VND.

During the bidding process for the purchase of testing kits by Viet A Company, the defendants violated bidding regulations, "failing to ensure fairness and transparency," and engaged in prohibited bidding practices, causing damage to the State budget of approximately 12.4 billion VND.
