Implementing the new regulations on communes, wards, and special zones meeting the standards for access to law, Quang Ninh is simultaneously deploying many solutions, linked to local management and administration; improving the effectiveness of legal dissemination, grassroots mediation, and services for the people.

Movement at the base
In Quang Ha commune, from the beginning of 2026, the commune issued plans on disseminating and educating about the law, mediating disputes at the grassroots level, and building a commune that meets the standards for access to law; at the same time, it strengthened the Council for Coordinating the Dissemination and Education of Law, assigning tasks to agencies, organizations, and villages in the area. Based on these plans, many criteria for access to law were concretized through practical tasks. Legal information is publicly posted at the commune People's Committee headquarters, bulletin boards, and village cultural centers; published on the commune's website, Zalo mini-app, fanpage, and grassroots propaganda groups.
In the first six months of 2026, the commune distributed 6,000 legal leaflets and brochures; organized 60 direct and integrated propaganda conferences with over 6,400 participants; maintained propaganda through the village's public address system with 3-5 programs per month reaching over 20,000 listeners; and maintained the operation of 53 legal libraries in the villages. The content of the propaganda was also selected in a practical manner, focusing on issues commonly encountered by the people such as land, marriage and family, complaints and denunciations, anti-corruption, cybersecurity, traffic safety, and prevention of domestic violence...
Alongside propaganda efforts, grassroots mediation continues to be identified by the locality as one of the important contents in implementing the criteria for access to law. Currently, Quang Ha commune maintains 53 mediation teams with 374 mediators. This force directly monitors the situation in residential areas, participates in mediating many cases arising at the grassroots level, contributing to reducing prolonged complaints and maintaining unity among the people.
According to Mr. Dao Van Dong, Party Secretary and Head of Quang Minh 5 village, Quang Ha commune, legal education at the grassroots level is only truly effective when it is linked to issues that concern the people. When the content is explained specifically and clearly, people are more likely to agree; many cases are discussed and resolved from the beginning, thus preventing complications in the residential area.
According to Mr. Doan Van Tuoi, Deputy Chief of the Office of the People's Council and People's Committee of Quang Ha commune, the locality is focusing on implementing criteria for access to law in conjunction with management, administration, and service to the people at the grassroots level. Therefore, from publicizing legal information, propaganda, mediation at the grassroots level to guiding the implementation of administrative procedures, everything is carried out in a practical manner, making it easier for people to access and implement legal regulations.
The specific tasks at the grassroots level demonstrate that building communes that meet the standards for access to law is not only about fulfilling the prescribed criteria but is also gradually linked to improving the efficiency of management, administration, and services for the local people.

Use tangible results as the measure of success.
In 2026, the construction of communes, wards, and special zones meeting the standards for access to law in Quang Ninh province will be implemented amidst many new regulations and requirements. Accordingly, the evaluation and recognition of communes meeting the standards for access to law will focus more on the effectiveness of implementing the criteria and the actual implementation results at the grassroots level.
According to Decision No. 27/2025/QD-TTg of the Prime Minister , the assessment of communes meeting the standards for access to law is carried out based on three criteria: promulgation of legal documents; access to information, dissemination, and legal education; and grassroots mediation. The criteria system is designed to be streamlined, focusing on content directly related to the process of organizing and implementing laws at the grassroots level.
Based on these requirements, Quang Ninh province has implemented various solutions to ensure the consistent application of criteria throughout the province. The Department of Justice advised the Provincial People's Committee to issue Official Letter No. 629/UBND-NC dated February 14, 2026, guiding the organization of evaluation and recognition of communes meeting the standards for access to law in the province; simultaneously, it organized a training conference on grassroots mediation skills and guidance on evaluating the 2026 standards for commune-level officials. The training focused on implementing new regulations, guiding the implementation of criteria for access to law, and resolving difficulties arising during implementation at the grassroots level, especially in grassroots mediation, legal education and dissemination, updating supporting documents and records, and organizing evaluations according to the new regulations.

Mr. Nguyen Chinh Nghia, Deputy Director of the Department of Justice, said: To implement the new regulations uniformly throughout the province, the justice sector is continuing to coordinate with localities to review, guide, and resolve difficulties arising in the process of implementing the criteria for access to law at the grassroots level.
To improve the quality of legal criteria, localities throughout the province are also gradually innovating their methods of disseminating and educating the public about the law in a more practical way. Besides direct awareness campaigns, many places have intensified the application of information technology, using social media, digital platforms, and local broadcasting systems to bring the law closer to the people. Mediation at the grassroots level continues to receive attention and is being strengthened to improve its quality. This force directly participates in resolving conflicts and disputes arising in the community, contributing to reducing complaints and maintaining unity among the people.
Despite the achievements, the implementation process still faces some difficulties, especially after the reorganization of the administrative apparatus, with many commune-level officials concurrently handling multiple areas of work; the updating of records and supporting documents in some localities is still uneven; and the capacity to apply information technology at the grassroots level is still limited in some areas. However, from the practical implementation, it is evident that the building of communes that meet the standards for access to law is gradually becoming more substantive, linked to the requirement of improving the efficiency of management at the grassroots level and the quality of service to the people.
