With a coastline stretching over 250km and a sea area of ​​approximately 6,000km² , Quang Ninh province has always identified the marine economy as one of the key drivers of its socio-economic development in the coming period. Accordingly, alongside exploitation, protecting the marine ecosystem and developing a sustainable marine economy are important directions that the province is focusing on.

After the storm, aquaculture activities were quickly restored.

Six months after Typhoon Yagi passed, aquaculture activities throughout Quang Ninh province have resumed. The total inland aquaculture area in the province is over 32,000 hectares; of which, marine aquaculture accounts for approximately 10,200 hectares, with households focusing on raising whiteleg shrimp, grouper, sea bass, and oysters to compensate for losses in the industry's aquatic product value. 470 households have been granted permits for marine aquaculture, covering an area of ​​288 hectares; and 1,208 households have been temporarily allocated 8,588 hectares across the province. Quang Ninh's agricultural sector aims for a 6-8% growth rate in the aquaculture sector in 2025, with an estimated total annual aquatic product output of 175,000 tons, a 5.4% increase compared to 2024.

However, Typhoon No. 3 also raises the issue of disaster resilience in the context of climate change, as extreme weather patterns are likely to become more frequent in the future. Aquaculture sites must be located within planned areas, and sustainable farming materials capable of withstanding environmental conditions must be used. In the long term, it is also necessary to attract investors and large enterprises to build large-scale, well-organized industrial farming models, establishing export-oriented supply chains to ensure the sustainability of the fisheries sector. The province will also develop mechanisms to support capital, sustainable farming materials, seeds, and farming technology.

Mr. Duong Van Xuyen, a fish farmer in the Van Don coastal area with decades of experience in the fishing industry, shared: "After Typhoon Yagi , we aquaculture farmers are striving to restore production, starting over step by step. However, we also hope that experts and managers will conduct research, provide guidance, support, and implement solutions to better increase resilience against natural disasters. This will both reassure us fishermen and contribute to the sustainable development of the aquaculture industry."

Ha Long Bay has always been a great attraction for international tourists.

In Ha Long Bay, a World Natural Heritage site, over 424,000 tourists visited in the first two months of 2025 alone. Of these, international tourists accounted for over 400,000. This demonstrates the Bay's enduring appeal to international visitors.

Over 30 years since its initial designation as a UNESCO World Heritage Site, Quang Ninh province has consistently strived to exploit and protect the ecosystem of the area through various solutions. Besides comprehensive plans, regulations, and master plans, the province has strictly prohibited the transshipment of cement clinker in the bay; relocated coal mining and small-scale industrial activities out of the core and buffer zones of the heritage site; completely banned fishing within the heritage area; replaced styrofoam buoys on floating structures in the bay with more sustainable floating materials; relocated residents living in the core heritage zone to shore; banned the use of single-use plastic products in Ha Long Bay; and assessed the tourism carrying capacity of Ha Long Bay. These results have been used by specialized agencies in formulating policies, developing plans for heritage management, and tourism activities.

However, currently, Ha Long Bay still lacks high-class experiences, tourism services targeting luxury and ultra-luxury tourists who are willing to spend big, as well as the exploitation of unique values ​​associated with the local community's culture... Creating truly distinctive characteristics for the destination remains limited, only focusing on adding activities in the Bay rather than developing products that can truly attract tourists.

Dr. Khaira Ismail from the University of Malaysia Terengganu, Malaysia, also shared during a recent visit to Ha Long Bay:   This place possesses abundant and unique natural resources, a pristine environment, and significant potential for further tourism development in the future. What Ha Long needs to do is continue protecting the marine environment, preserving the landscape, and also developing more distinctive, unique, and special tourism experiences. The future trend in tourism here will no longer be just sightseeing, but will focus more on the destination experience.

Ha Long International Cruise Port is increasingly becoming a destination for many international cruise ships.

In fact, over the years, Quang Ninh province has paid attention to exploiting the marine economy. The province has focused on the overall and detailed planning of tourist areas, entertainment areas, and tourism service facilities, inviting businesses to invest in coastal and island tourist areas. The province actively invests resources to develop the marine economy, linking it with the development of economic chains such as economic zones, industrial parks, and coastal urban areas. Several activities related to exploitation, business, and production at seaports are always given attention, creating favorable conditions for businesses to exploit and develop in a modern and sustainable direction. In particular, with the current synchronized investment in the seaport system and connecting transportation infrastructure, Quang Ninh has favorable conditions for developing seaport and logistics services in the future, contributing positively to socio-economic development and promoting the shift in the economic structure of the service sector.

To further leverage its advantages in the marine economy, the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, identifies the goal of developing Quang Ninh into a sustainable marine economic center of the country. This will be based on developing tourism and services that connect regionally and internationally; investing in the construction of deep-water seaports and international-class cruise ships, linked to the development of economic zones, coastal urban areas, and becoming one of the key logistics centers of the country; developing high-tech, efficient, and sustainable coastal and offshore aquaculture; and applying science and technology and innovation in deep processing and post-harvest preservation to create added value for marine products.

However, to achieve this, a meticulously researched, compiled, and structured dataset on Quang Ninh's marine resources is necessary. This will serve as a crucial basis for management at all levels to allocate resources for investment, orient investment according to potential and strengths, and assess the effectiveness of resources during implementation.

Mr. Nguyen Nhu Hanh, Deputy Director of the Department of Agriculture and Environment, said: Currently, Quang Ninh is coordinating with the Vietnam Institute of Agricultural and Environmental Strategy and Policy and the Global Forum on Resource Accounting to research, develop, and implement marine resource accounting in Quang Ninh. We recognize that integrating marine resource accounting into future economic development strategies is very important. If accessed and implemented in practice early, it will be significant in measuring in detail and building a specific, multi-dimensional data system on physical resources, marine environmental quality, the economic value of marine exploitation activities, and marine ecosystem services such as carbon sequestration, coastal protection, and climate regulation... From there, it will help functional agencies accurately assess the resources that need to be allocated and decide on sustainable marine economic development strategies.
