The draft Decree regulating national multidimensional poverty standards for the 2026-2030 period proposes criteria for the level of deprivation in access to basic social services, including 6 dimensions and 12 indicators.
The Ministry of Agriculture and Environment has drafted a Decree regulating multidimensional poverty standards National Strategy for the period 2026-2030 (hereinafter referred to as the draft Decree) with many new points.
The level of lack of access to basic social services includes 6 dimensions and 12 indicators.
One of the points of interest in this draft Decree is the regulation of criteria for the level of access deprivation. social services basically consists of 6 dimensions and 12 specific indicators.
In particular, the draft Decree also clearly states the dimensions of shortage, with many indicators of shortage of basic social services and the shortage threshold in poverty line national multidimensional period 2026-2030.
First, with the shortage of employment, the draft Decree builds two indexes including employment index and dependent index in households.
The employment index is defined as a shortage threshold when a household has at least one unemployed person (a person of working age who is able to work). working, willing/willing to work but unable to find a job); or having a salaried job but without a labor contract (this threshold considers regular, steady, or relatively stable employment).
The household dependency index defines households with a dependency ratio greater than 50% of the total population. Dependents include: children under 16 years old, elderly or disabled people receiving monthly social benefits.
The second is the health deficit dimension, with two indicators: nutrition and health insurance.
The nutritional index defines the threshold of deficiency as a household with at least one child under 16 years of age who is malnourished in height for age or malnourished in weight for age.
The health insurance index defines a shortage threshold when a household has at least one person aged 6 to 75 who currently does not have health insurance.
The third is the educational deficit dimension, with two indicators of adult educational attainment and child school attendance.
The adult education index defines the gap threshold when a household has at least one person aged 16 to 30 who is not enrolled in training courses or does not have a degree or certificate of education or training compared to the corresponding age. Specifically, people aged 16 to under 18 who are studying or have graduated from junior high school; people aged 18 to 30 who are studying or have graduated from high school or primary/intermediate/vocational college; or people aged 16 to 30 who are employed by an enterprise and certified for on-the-job vocational training (study-work form).
The child attendance index defines the deprivation threshold when a household has at least one child aged 3 to under 16 years old who is not attending the correct level of education appropriate to their age (children aged 3 to under 6 years old have access to preschool education, children aged 6 to under 12 years old have access to primary education and children aged 12 to under 16 years old have access to lower secondary education).
The fourth is the housing shortage dimension with 2 indicators.
The housing quality index defines a deficiency threshold when a household is living in a house/apartment that is considered to be of an unstable type (of the three main structures: foundation, wall frame, and roof, at least two structures are made of unstable materials).
The per capita housing area index defines the shortage threshold when the per capita housing area of a household is less than 8 square meters.
The fifth dimension is information deficit, with 1 index of telecommunication service usage.
The telecommunications service usage index is defined as a deficit threshold when no household member uses internet services and digital services such as public services and digital banking.
The sixth is the shortage of domestic water, sanitation and environment, with 3 indicators of domestic water, hygienic toilets (auxiliary works) and waste treatment.
The domestic water index specifies the shortage threshold when a household is not using domestic water according to standards.
The sanitary latrine (auxiliary works) index specifies the threshold for households not using sanitary latrines (auxiliary works) that meet standards and regulations.
The waste treatment index specifies the threshold of deficiency when a household does not treat waste in an environmentally friendly manner (does not use waste collection services).
Previously, Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government clearly stipulated 6 dimensions of basic social service shortages and 12 indicators measuring the level of basic social service shortages and the shortage threshold in the multidimensional poverty standard for the period 2022-2025.
Specifically, according to Decree No. 07/2021/ND-CP, the 5 dimensions of basic social service shortages also have identical indicators in terms of content as the new draft Decree recently developed by the Ministry of Agriculture and Environment. The only difference is that the information shortage dimension stipulated in Decree No. 07/2021/ND-CP has 2 indicators of telecommunications service usage and means of accessing information.
Research to add indicators such as the level of impact of natural disasters, storms and floods
Most recently, the Government Office also issued Notice No. 500/TB-VPCP dated September 21, 2025 "Conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on the draft Decree regulating national multidimensional poverty standards for the period 2026-2030 and the Report proposing investment policies for the National Target Program on new rural construction and sustainable poverty reduction for the period 2026-2035".
Accordingly, Deputy Prime Minister Tran Hong Ha requested that, in the regulations on multidimensional poverty standards for the period 2026-2030, in addition to income criteria, criteria and groups of indicators on employment, education, health, housing, clean water, information, waste, research on adding indicators such as the level of impact of natural disasters, storms and floods (updating previous social security policies such as free tuition until the end of junior high school, nearly 100% health insurance coverage, basically completing the treatment of temporary houses and dilapidated houses); review regulations on implementation mechanisms, especially monitoring and evaluation mechanisms.
The National Target Program on Sustainable Poverty Reduction for the 2021-2025 period was approved by the Prime Minister on January 18, 2022.
Information on the results of this Program from the Ministry of Agriculture and Environment shows that the poverty rate at the end of 2024 is 1.93%, down 3.27% compared to the end of 2022, down an average of 1.03%/year (achieving the assigned target of reducing 1-1.5%/year); the rate of extremely disadvantaged communes in coastal and island areas escaping from difficult situations is 35.20% (19/54 communes)/target 30%. The rate of stunting malnutrition in children under 16 years old has decreased to 25.42%/target below 34%.
The program has also deployed more than 10,500 livelihood models/target of more than 1,000 models, far exceeding the target. Successfully supported job connections for more than 134,000 workers from poor households, near-poor households, and households that have just escaped poverty.
Regarding the results of resource mobilization, allocation and disbursement of capital for the National Target Program on Sustainable Poverty Reduction, the total central budget capital for the 2021-2025 period is about VND 44,607 billion. The disbursement rate for the 2021-2024 period is 78.94%. Local budget capital is about VND 2,882 billion. Other mobilized sources are about VND 8,903 billion, including VND 7,129 billion of combined capital and VND 1,774 billion from people and communities.
