In the first four months of this year, total retail sales of goods and consumer service revenue increased by 11.1% compared to the same period last year. However, to meet the growth target of 14-15% for the 2026-2030 period, more robust solutions are needed to boost purchasing power and develop the domestic market.
To meet the demand for double-digit economic growth, the domestic market will play a particularly important role, becoming one of the key drivers of growth. In the context of a volatile global economy, effectively exploiting a market of over 100 million people and an increasing number of tourists will not only boost production and consumption but also create opportunities for businesses to enhance their competitiveness and achieve sustainable development. This was emphasized by Politburo member and Standing Deputy Prime Minister Pham Gia Tuc at a meeting with ministries and agencies on the implementation of solutions to develop the domestic market and stimulate consumer demand.
A representative from the Ministry of Finance stated that the Ministry is implementing various solutions to support businesses and individuals and stimulate domestic consumption. These include continuing to waive or reduce 46 fees and charges, lowering value-added tax, and researching solutions to increase workers' income to improve purchasing power.
Ms. Nguyen Thi Bich Ngoc, Deputy Minister of Finance, stated: "Regarding salary and income increases for workers, the Government is currently directing the completion of a salary scheme to be submitted to the Politburo for early consideration of salary increases for civil servants and workers."

Unlocking purchasing power and maximizing the efficiency of the domestic market is considered a crucial solution.
In addition, ministries and agencies have simultaneously proposed numerous solutions to stimulate consumer demand, ranging from promoting the night-time economy and expanding consumer credit to accelerating digital transformation, streamlining procedures, and facilitating the circulation of goods.
Mr. Pham Thanh Ha, Deputy Governor of the State Bank of Vietnam, shared: "The State Bank has directed commercial banks to promote lending through electronic channels and digital platforms. Now, many procedures and processes for consumer loans and personal loans are carried out digitally, without paper documents or needing to visit a branch. The approval process is very fast."
Mr. Tran Dang Khoa, Vice Chairman of the National Standards, Metrology and Quality Committee, Ministry of Science and Technology, stated: "Now, each time a business announces its conformity to standards and regulations, it only takes 5 to 10 minutes to complete. The process, which used to take 7 to 10 days, has been streamlined to 5 to 10 minutes, and is now handled uniformly through a single digital platform, instead of requiring local authorities to handle it as before."
Concluding the meeting, Deputy Prime Minister Pham Gia Tuc requested ministries and agencies to continue implementing comprehensive solutions to support businesses in expanding their distribution systems, strengthening supply-demand connections, developing e-commerce, and innovating the "Vietnamese people prioritize using Vietnamese goods" campaign. At the same time, he urged them to research appropriate demand-stimulating policies to increase consumer purchasing power, especially in the retail, tourism, service, and essential consumer goods sectors. The Deputy Prime Minister also particularly emphasized the need to remove barriers to goods circulation, especially for fresh agricultural and aquatic products, in order to enhance product value and reduce costs for businesses.
Deputy Prime Minister Pham Gia Tuc instructed: "Regarding the export of crabs to China, you should inspect them right from the point of entry in Ca Mau, because crabs will spoil after 1-2 days, resulting in very low value when sold. If they are then inspected again at the border, and then inspected again in China, the value will decrease significantly. Therefore, our state management needs to create conditions for goods to circulate and ensure increased value. That is crucial. If we do things this way with fresh produce and seafood, our value will never be high."
The Deputy Prime Minister also emphasized that, in the context of many external fluctuations, stimulating purchasing power and maximizing the effectiveness of the domestic market is considered a crucial solution to realize the goal of high and sustainable growth in accordance with the spirit of Conclusion No. 18 of the Central Committee of the Communist Party of Vietnam.
