To prepare for the organization of a two-level local government apparatus (provincial and communal levels), end the operation of district-level administrative units, and merge commune-level administrative units from July 1, the Department of Finance has proposed that the Provincial People's Committee transfer all projects managed by the district level to the Provincial Construction Investment Project Management Board to receive, manage, and continue to perform the tasks of the investor (except for district-level defense projects that will be transferred to the Provincial Military Command to receive).
After January 31, 2026, based on the actual situation, consider transferring some projects to commune level management for continued implementation.
According to the proposal, all cadres, leaders, civil servants and employees at the District-level Construction Investment Project Management Board will be transferred to the Provincial Construction Investment Project Management Board. 12 branches under the Provincial Construction Investment Project Management Board will be established with functions and tasks similar to the Provincial Construction Investment Project Management Board (including seals, accounts, etc.) to continue operating, being the investor, managing and implementing the above project from July 1. These branches will cease operations from February 1, 2026.
Add functions and tasks on site clearance to the Provincial Construction Investment Project Management Board and its affiliated branches to continue site clearance and land recovery, ensuring no interruption.
Assign the Standing Committee of the District Party Committee, Town Party Committee, and City Party Committee to develop plans and schemes for arranging and assigning cadres, leaders, civil servants, and workers of the District Project Management Boards to work in communes and wards during the process of merging at the commune level.
From February 1, 2026, the Provincial Construction Investment Project Management Board will hand over cadres, leaders, civil servants, and employees of the branches under the board to the People's Committees at the commune level; the People's Committees at the commune level will receive and arrange jobs for cadres, leaders, civil servants, and employees of the branches under the board according to pre-prepared positions.
For commune-level public investment projects, Based on the project to arrange and form a new commune-level unit, transfer the investment decision level and project owners according to the plan and project within the scope and administrative boundaries of a new commune-level unit, and transfer the new commune-level People's Committee as the investment decision level.
Projects within the scope and administrative boundaries of 2 or more new commune levels, based on the volume of work that needs to be continued; the actual situation and conditions in the new commune, the Standing Committees of the District Party Committees, Town Party Committees, and City Party Committees shall unify and consider assigning the new communes as the investment decision-making level.
According to the data compiled by the district People's Committee in Hai Duong , localities are implementing more than 540 projects.
