Proposal to recognize Van Giang urban area, Hung Yen province as meeting the standards of a type III urban area

The recognition of Van Giang district as a type III urban area has important significance in enhancing its position, promoting development, shifting economic structure and developing civilized and modern urban infrastructure of the district.

The People's Committee of Hung Yen province has just submitted a document to the Ministry of Construction for consideration, appraisal and approval of the Project proposing to recognize Van Giang Urban Area, Hung Yen province as meeting the standards of a type III urban area.

The leader of the People's Committee of Hung Yen province said that, based on the provisions of Resolution No. 26/2022/UBTVQH15 dated September 21, 2022 of the Standing Committee of the National Assembly on amending and supplementing a number of articles of Resolution No. 1210/2016/UBTVQH13 on urban classification and the attached Appendix and the scoring method to determine the achieved score of each criterion, the assessment results of Van Giang urban scoring according to 5 groups of criteria, the total score reached 88.31/100 points, higher than the minimum requirement of 13.31 points.

Of these, 34 criteria achieved maximum scores, including: budget revenue and expenditure balance; average income per capita/month compared to the national average; average economic growth rate in the last 3 years; poverty rate; annual population growth rate; total urban population; population in inner-city areas; total urban population density; non-agricultural labor rate; urban green land, green buildings, etc.

16 criteria achieving average and minimum scores include: location and nature of the urban area; economic restructuring; population density on construction land area; urban-level medical facilities; ratio of traffic land to urban construction land; ratio of civilized urban streets calculated on main streets...

Five criteria that have not yet met the score include: urban-level sports facilities; traffic hubs; public passenger transport service rate; funeral homes; and urban architectural planning management regulations.

Van Giang district currently has a population of 204,964 people, including a permanent population of 128,387 people; the converted temporary population is 75,613 people.

In 2023, the total budget revenue in Van Giang district is 7,503.9 billion VND, total budget expenditure is about 4,700.6 billion VND, average income per capita reaches 10.43 million VND/person/month, 2.2 times higher than the national average.

The proportion of construction and service industry increased according to the set target, the average economic growth rate in 3 years (2021-2023) reached 15.4%; Van Giang district no longer has poor households, the population growth rate in 2023 of Van Giang district reached 1.95%.

“Based on the criteria for urban classification; current status as well as development potential, Van Giang urban area, Hung Yen province has basically met the criteria and qualified to be recognized and classified as a type III urban area,” said Mr. Nguyen Hung Nam, Vice Chairman of Hung Yen Provincial People's Committee.

Van Giang district is located in the Northwest of Hung Yen province, bordering Hanoi capital, located on the inter-regional traffic hub of Hanoi and the Northeast region with routes such as: Ring Road 3.5, Ring Road 4 of Hanoi; National Highway 5A; Hanoi - Hai Phong Expressway.

According to the National Urban Development Program for the period 2012 - 2020; Adjusted construction planning of Hanoi Capital region to 2030, vision to 2050, Van Giang district is identified as the economic - social center of the Northwest of Hung Yen province, developing in the direction: Urban - industrial - commercial - service and housing development, associated with Hung Yen province and Hanoi Capital region.

In addition, according to the General Urban Planning of Van Giang, Hung Yen province to 2040 and the Planning of Hung Yen province for the period 2021 - 2030, with a vision to 2050, by 2025, Van Giang district will basically meet the standards of a type III urban area, phase 2030, moving towards the establishment of Van Giang city (urban area of the entire Van Giang district). By 2037, Van Giang urban area can meet the criteria to become a district of Hung Yen city.

Such conditions have created for Van Giang a greater opportunity for socio-economic development, promoting a breakthrough and unique ecological urban development model. The vision of Van Giang urban area will be a socio-economic center in the Southeast of Hanoi capital, an ecological and tourist urban area with great influence in the capital region.

“The recognition of Van Giang district as a type III urban area is of great significance in enhancing its position, promoting economic development and restructuring as well as investing in the construction and development of civilized, modern and sustainable urban infrastructure, creating a driving force to promote the development of the district's potential industrial, service and tourism sectors,” said the leader of the Hung Yen Provincial People's Committee.

According to the Ministry of Construction, as of mid-June 2024, there are 907 urban areas nationwide, including 2 special-class urban areas, 21 class I urban areas, 38 class II urban areas, 43 class III urban areas, and 97 class IV urban areas.
