Dak Lak Provincial People's Committee has just issued Official Dispatch No. 05344/UBND-CNXD to the Prime Minister on reviewing and reporting on additional investment plans for the construction of the Phu Yen - Dak Lak expressway.
Accordingly, the People's Committee of Dak Lak province proposed the head of the Government to allow the adjustment of the Phu Yen - Dak Lak expressway (CT.23) - in the list of expressways in the Road Network Planning for the period 2021 - 2030, with a vision to 2050 - into the East - West expressway of Dak Lak province (CT.23), with the investment process before 2030.
This locality also proposed that the Prime Minister approve the investment plan for the East-West expressway in Dak Lak province, from the North-South expressway in the East to National Highway 14, under the PPP method with a maximum state capital participation rate of 60% of the total preliminary investment; at the same time, assign the competent authority to organize the implementation according to the provisions of Decree No. 243/2025/ND-CP dated September 11, 2025 of the Government.
In case there is no investor participating in the project under the PPP method with a maximum state capital ratio of 60%, the People's Committee of Dak Lak province proposed the Prime Minister to allow implementation under the form of public investment, similar to the projects in the region being implemented (Quy Nhon - Pleiku expressway, Quang Ngai - Kon Tum expressway), and can divide the investment to reduce pressure on the state budget.
To have a basis for implementation, the People's Committee of Dak Lak province proposed adding the project to the investment portfolio from the central budget in the medium-term public investment plan for the period 2026 - 2030.
“The Dak Lak Provincial People’s Committee will closely coordinate with the Ministry of Construction and the Ministry of Finance during the implementation process, and commit to allocating local capital to participate in the project with 50% of the compensation, support and resettlement costs,” said Mr. Ta Anh Tuan, Chairman of the Dak Lak Provincial People’s Committee.
Previously, in mid-June 2025, the People's Committee of Dak Lak - Phu Yen inter-provincial region sent Document No. 141/LT-DL-PY to the Prime Minister on the proposal for investment in the construction of the Phu Yen - Dak Lak expressway.
The project has a total estimated length of about 122 km, starting at the intersection with the North-South Expressway in the East, ending at the intersection with National Highway 14; complete 4-lane scale, with continuous emergency lanes, roadbed width of 24.75 m, design speed of 100 km/h.
Through review, the total preliminary investment of the project is about 30,980 billion VND (not including loan interest during construction period).
It is known that after the two provinces of Phu Yen and Dak Lak merged into the new Dak Lak province, the territory was expanded, stretching from the coastal region to the highlands, with an area of about 18,096 km², ranking third in the country.
In that context, the formation of a transport route that acts as the "backbone" of infrastructure is an essential requirement to effectively connect economic-administrative centers, key production areas, airports and seaport systems.
The Phu Yen - Dak Lak expressway is identified as the strategic traffic artery of the new province, ensuring fast, continuous and effective connectivity; significantly shortening travel time and reducing logistics costs.
The project also creates a strong driving force to expand development space, promote regional connectivity, attract investment, maximize the potential of comprehensive advantages and enhance the socio-economic position of Dak Lak province in the region as well as the whole country.
