The People's Committee of Bac Giang province has recently sent a document to the Prime Minister regarding investment in the Ring Road 5 – Hanoi Capital Region section passing through Bac Giang.
Accordingly, the People's Committee of Bac Giang province requested the head of the Government to allocate central government funds to implement the construction of the Ring Road 5 – Hanoi Capital Region section passing through Bac Giang and Thai Nguyen provinces in the period 2026-2030, in accordance with the progress outlined in Government Resolution No. 96/NQCP dated August 1, 2022 and Prime Minister's Decision No. 1454/QĐ-TTg dated September 1, 2021 on the Road Network Planning for the period 2021-2030, with a vision to 2050.
The People's Committee of Bac Giang province has requested the Ministry of Transport to approve the scale of the planning for the Ring Road 5 – Hanoi Capital Region section from the Hanoi – Lang Son Expressway to the Hanoi – Thai Nguyen Expressway, and to allow Bac Giang province to plan and invest in the construction of a 3km long Ring Road 5 access road within Bac Giang province bordering Thai Nguyen province.
The Ministry of Transport was also requested to direct its specialized agencies to pre-determine the centerline and the scope of land clearance for the main route section, as a basis for Bac Giang province to plan and invest in the construction of access roads using local funds.
According to the Road Network Planning for the period 2021-2030, with a vision to 2050, the Ring Road 5 – Hanoi Capital Region is planned with a scale of 6 lanes, with investment progressing before 2030.
Currently, the Ministry of Transport is developing the Road Transport Infrastructure Development Plan for the period 2021-2030, with a vision to 2050, and is seeking feedback from relevant agencies and localities as per regulations. The plan includes a projected section of the Ring Road 5 – Hanoi Capital Region, specifically the Bac Giang – Thai Nguyen – Vinh Phuc segment, with 4 lanes and a 50m right-of-way (measured from the road embankment).
Previously, at the end of March 2023, the Standing Committees of the Provincial Party Committees of Bac Giang and Thai Nguyen provinces worked and signed a Memorandum of Understanding on the implementation of coordinated measures and development linkages between the two provinces for the period 2023-2025 and subsequent years. This included an agreement for Bac Giang province to invest in a road within its territory to connect with the Ring Road 5 currently under construction by Thai Nguyen province (connecting Phu Binh district, Thai Nguyen province to Bac Giang province). While the Ring Road 5 – Hanoi Capital Region is not yet invested in, Bac Giang province plans to plan and prepare for the investment in a Ring Road 5 access road in Tan Yen district, Bac Giang province, using local funds to connect with the section being built by Thai Nguyen province.
"However, due to the unclear scale, alignment, and land clearance scope of the Ring Road 5 section between Bac Giang and Thai Nguyen (6 lanes or 4 lanes), the province is facing difficulties in determining the planning and investment scope to avoid overlaps and wasted land after construction," said a leader of the Bac Giang Provincial People's Committee.
