Proposal to assign Vietnam Oil and Gas Group to pilot offshore wind power

The Government Office has just issued Notice No. 442 on the conclusion of Deputy Prime Minister Bui Thanh Son on resolving difficulties in developing offshore wind power. In which, the Deputy Prime Minister requested the Ministry of Industry and Trade to report on the necessary procedures to assign the Vietnam Oil and Gas Group (PVN) to conduct an offshore wind power survey.
According to Power Plan 8, the offshore wind power capacity by 2030 will be about 6,000 MW (Northern 2,500 MW, Central Central 500 MW, South Central 2,000 MW and Southern 1,000 MW). However, up to now, no project has been decided on policy and assigned investment. In the announcement of the Government Office on October 1, Deputy Prime Minister Bui Thanh Son acknowledged: "From now until 2030, there is not much left, the early implementation of offshore wind power projects is very necessary to ensure the implementation of the plan". The Deputy Prime Minister requested the Ministry of Industry and Trade to urgently coordinate with the Vietnam Oil and Gas Group (PVN) to report and propose to the Prime Minister the necessary contents and procedures to consider PVN's implementation of offshore wind power surveys at specific projects, and report to the Prime Minister before October 5.
The Ministry of Industry and Trade will work with the Vietnam Oil and Gas Group to prepare a report to submit to the Government for consideration of assigning PVN to pilot offshore wind power.

At the same time, continue to closely coordinate with relevant ministries and agencies to study and synthesize opinions on difficulties and issues that need to be amended and supplemented by the Electricity Law and other relevant legal provisions to complete the Electricity Law project (amended) or send it to the Ministry of Planning and Investment for synthesis and proposal in the project of a law amending many laws, submit it to the National Assembly at the 8th session, the 15th National Assembly, October 2024; consolidate the legal corridor for implementing energy projects, including offshore wind power projects. Previously, in July, the Ministry of Industry and Trade reported on 3 options for selecting pilot investors for offshore wind power projects, including EVN, PVN or a unit under the Ministry of National Defense , instead of the private sector. Regarding PVN, the Ministry believes that some items and works of this type of power source are similar to offshore oil and gas projects, so PVN has an advantage in resources to implement the pilot project. According to the Government Office, electricity is a fundamental input factor in the process of industrialization, modernization and promoting socio -economic development, ensuring national defense and security. Investment in the development of the electricity sector is one of the top priorities of the Party and the State. The requirement for electricity source growth must be at 10 - 12% per year. Therefore, we need to focus on investing in power source projects early and from afar to ensure sufficient electricity supply for future development needs, especially baseload power sources, renewable energy, clean electricity such as offshore wind power, gas power to aim for the Net Zero goal by 2050. In the world, investors in the offshore wind power sector are also large oil and gas corporations. For example, Shell, Repsol, Total, BP, Equinor or Chevron.
