Proposal to retain the two Lottery Companies of Ca Mau and Bac Lieu after merging the two provinces

On May 22, the Steering Committee for the project to merge Bac Lieu and Ca Mau provinces met with relevant departments and agencies to give opinions on the arrangement of the number of cadres, civil servants and public employees to ensure no disruption when merging the provinces.

The conference listened to and gave opinions on the project to establish the Ca Mau Provincial Party Committee (on the basis of merging the Ca Mau and Bac Lieu Provincial Party Committees); the project to organize and rearrange provincial government agencies after the merger; the economic growth scenario and the system of key socio-economic indicators of the new Ca Mau province.

After discussion, the Steering Committee basically agreed on the project to establish a new Ca Mau Provincial Party Committee in terms of structure, number of Party committees, Standing Committee, Secretary and Deputy Secretary.

Regarding the project to organize and rearrange provincial government agencies after the merger, delegates basically agreed to maintain the status quo of 6 public service units and merge 13 public service units of 2 provinces.

Mr. Pham Thanh Ngai - Chairman of the People's Committee of Ca Mau province - said that in the immediate future, the Steering Committee proposed to keep the status quo of 7 state-owned companies of the 2 provinces, after the merger, the province will arrange them according to the instructions of the competent authority, including: Bac Lieu and Ca Mau Lottery Company; Ca Mau and Bac Lieu Water Supply Joint Stock Company; U Minh Ha Forestry One Member Co., Ltd.; Ngoc Hien Forestry Company (Ca Mau).

Delegates also agreed to maintain the current number of cadres, civil servants, public employees, and contract workers at agencies, organizations, and units to arrange and assign work at corresponding agencies, organizations, and units or assign work at the commune level.

Regarding the arrangement of the number of cadres, civil servants and public employees temporarily working in Bac Lieu province to handle work, Mr. Huynh Huu Tri - Vice Chairman of Bac Lieu Provincial People's Committee - proposed to consider family circumstances such as elderly and sick parents; husband and wife moving to work in Ca Mau or taking care of young children...

Regarding the economic growth scenario and the system of key socio-economic indicators of the new Ca Mau province for the period 2026 - 2030, it was agreed to select the average GRDP growth scenario of 10 - 10.5%/year. This indicator will be included in the political report of the Documents of the new Ca Mau Provincial Party Congress for the term 2025 - 2030.

Speaking at the conference, Mr. Nguyen Ho Hai - Secretary of Ca Mau Provincial Party Committee - acknowledged the efforts and sense of responsibility of the working group, departments, branches, organizations and related units of the two provinces in developing the projects.

Mr. Hai requested to complete the projects and report to the Party Executive Committees of the two provinces for consideration and comments before May 30.
