Delegate Le Thanh Van proposed rewarding individuals who recruit and recommend talented people and discipline those who abuse and place acquaintances and relatives into positions.
According to the draft revised Capital Law presented at the conference of specialized delegates on the morning of March 26, agencies and units in Hanoi are allowed to sign contracts or assign management and executive positions to talented people.
Talented people are defined as having outstanding moral qualities, qualifications, abilities and practical experience working at home and abroad; have works, products, achievements, merits or special contributions to the development of a field or industry. Regimes and policies for talented people are prescribed by the Hanoi People's Council.
Standing Committee of the Finance and Budget Committee Le Thanh Van said that this is an important policy that needs coherent and specific regulations, especially criteria for entrance exams, recommendations, and self-nominations. The draft must also clearly stipulate work arrangements for talented people, ensuring that they have the right strengths and weaknesses, so that they have the opportunity to advance and their inventions and innovations are respected and implemented.
“We should not attract talented people and then arrange them for administrative work, it is very wasteful. "Talented people sit under less talented people and are unhappy," Mr. Van said, asking agencies to supplement income tax policies, salaries and bonuses, health care, education, and housing policies for talented people. This is a very important content, because in the past many talented people came to work for Hanoi but did not have guaranteed income so they had to leave.
Delegate Hoang Van Cuong (Vice Principal of National Economics University) proposed increasing income for officials and civil servants, commensurate with the ratio of officials to population of the capital. The draft needs to stipulate that Hanoi can use the total salary fund according to the average payroll level of the country and use the difference as additional income.
In this way, Mr. Cuong believes that Hanoi will not increase payroll, will not increase the salary fund, but will still pay workers more, creating real incentives compared to salary reform, especially in policy. Utilize and support highly qualified people.
At the end of 2023, the Draft Decree on policies to attract and utilize talented people in state administrative agencies and public service units will be consulted by the Ministry of Home Affairs. The groups focused on finding talent are cadres, civil servants, public employees, and public sector workers; Vietnamese people in the private sector; Young scientists, students, excellent graduates at home and abroad.
Talented people need to have moral qualities and a standard lifestyle; have the desire to contribute and serve the country; have outstanding qualifications and creative capacity; have special works, products, achievements, merits or contributions that create progress in the industry or locality. For excellent graduates and talented young scientists, the Ministry of Home Affairs proposes recruitment through admission.
They will be assigned a support team to perform the work as required; Invest in equipment and funds to carry out tasks, participate in focused training courses at home and abroad to become leading experts and scientists in the field. Every month, talented people will receive an incentive equal to 100% of their current salary; Raise salary ahead of schedule or raise civil servant rank, promote civil servant rank if there are particularly excellent achievements.
When they reach retirement age, if they are healthy enough and voluntarily continue to work and their work unit has a need, they will be considered to extend their working time for no more than 5 years, maintaining the same position.
The Capital Law Project (amended) is expected to be approved by the National Assembly at the May session.
