From a local perspective, Mr. Nguyen Minh Son - Director of the Department of Agriculture and Rural Development of Quang Ninh province said that Quang Ninh is one of the localities that possesses many available strengths to develop the marine and aquatic economy. with more than 2.000 large and small islands, a 250 km long coastline running from Mong Cai to Quang Yen, 40.000 hectares of tidal flats, over 20.000 hectares of straits and bays... Quang Ninh has identified the province's advantages in developing the marine farming industry, with the policy of avoiding conflicts with the tourism industry but instead creating added value; Use environmentally friendly materials and apply higher standards for marine farming activities. However, marine aquaculture development in our country still faces many limitations due to lack of policy mechanisms, science and technology; Issues such as production linkages, investment resources and the issue of issuing farming area codes for sustainable marine farming development have not been thoroughly resolved.
Sharing about this issue, Mr. Nguyen Huu Dung - Chairman of the Vietnam Seaculture Association said that one of the main difficulties that seafaring enterprises are currently facing is that up to this point, no locality has been able to allocate the area. sea for businesses and fishermen to manage. “This is a big barrier, making it difficult for businesses to invest in this field due to licensing and legal issues. Many businesses have faced difficulties that have lasted for many years," Mr. Dung shared.
Along with that, professional human resources for the marine farming industry are limited because there is no specialized training industry in marine farming. The Ministry of Agriculture and Rural Development also does not have a fishery extension program for coastal people to access high technology. Regulations and standards on marine farming are lacking, causing no units to register marine farming farms. On the other hand, the risks in marine farming are high but there is currently no insurance for this field, so many businesses are hesitant and have not committed to a sustainable marine farming industry. From this reality, it shows that attracting investment in the marine farming industry still faces many challenges, requiring close coordination between ministries and branches as well as flexible and effective policy solutions from all levels of management. local administration.
According to Mr. Tran Dinh Luan, the biggest bottleneck in the marine farming industry is bringing the scale of seed production into industry. Therefore, it is necessary to combine institutes and schools with the participation of businesses to research and deploy breeds on a larger scale. In addition, cooperation is needed to research environmentally friendly materials associated with low emissions, ensuring the lowest food conversion coefficient released into the environment as well as integrating subjects within the week. cycle, nutritional cycle... Mr. Luan said that the space for aquaculture development should not be limited by "highlighted" plans but should go beyond boundaries and integrate with other economic sectors such as tourism.
Chairman of the Vietnam Sea Farming Association Nguyen Huu Dung shared that in Norway, businesses have to bid for sea farming areas and even have to put the sea into financial mortgage for sea farming. Regarding the issue of insurance policy for the marine farming industry, Mr. Tran Dinh Luan said that our country currently has a pilot insurance policy for shrimp and pangasius. In the long term, this will be the foundation for the Ministry of Agriculture and Rural Development and related ministries and branches to create conditions for marine farming businesses to register for appropriate insurance packages.
