This project was submitted by the People's Committee of District 6 in early 2023, then the Ho Chi Minh City People's Committee assigned the Department of Industry and Trade to preside over and coordinate with other departments to give comments to complete.
Cho Lon Night Street is held on the sidewalks of 4 routes: Nguyen Huu Than, Thap Muoi, Le Tan Ke, Tran Binh with a total area of more than 1.500 mXNUMX.2. The favorable point for organizing a night street is the sidewalk of Thap Muoi and Nguyen Huu Than streets, which are 8 meters wide. Most of the businesses are only wholesale during the day and closed at night. Because there are few households, organizing cultural activities will not affect the people.
From April 4.2022, District 6 will test a small-scale night street model in front of Binh Tay market. In addition to cuisine, this place also organizes many cultural and artistic activities on weekends.
Ms. Le Thi Thanh Thao, Chairwoman of District 6 People's Committee, said that during the day, Binh Tay market is bustling but at 18:XNUMX p.m., it quiets down. Seeing the wasted space, the locality came up with the idea of organizing a night street.
Before formulating the project, District 6 surveyed many night streets of districts in Ho Chi Minh City as well as learned about successful models of countries in the region. The local goal is not only to attract customers to eat, drink and look at the market but also to interact.
Currently, District 6 has also submitted to the Department of Culture and Sports a plan to display artistic light at Binh Tay market at night to create a highlight.
“The district does not do it to get points or follow a trend. We do it slowly but surely, so that when the night street is open, the lights are always on," Ms. Thao said. However, district leaders also acknowledge that areas with existing business households and then developing them will be more stable, while new types will take a lot of effort and be difficult to maintain.
Regarding the implementation roadmap, District 6 will renovate the sidewalks of the above roads for official operation in 2024.
Create a highlight for the night city
Vice Chairman of Ho Chi Minh City People's Committee Nguyen Van Dung stated that in the city there are very successful night street models such as Ho Thi Ky Street (District 10) that attracts young people in large numbers, but there are also vibrant night streets. unstable.
Mr. Dung supported the policy of opening a night street in the Binh Tay market area, and asked District 6 to carefully evaluate again, paying attention to ensuring infrastructure such as electricity, water, parking, environmental sanitation, food safety.
The locality coordinates with the Department of Transport and the Department of Construction to unify the focal point for managing and operating the infrastructure system. In particular, the Vice Chairman of Ho Chi Minh City requested that the city's night streets not be allowed to drink.
Regarding the rental unit price, Deputy Director of the Department of Finance Nguyen Tran Phu said that it is necessary to survey the market rental price and organize an auction to rent locations to avoid complaints arising later.
Revenue from the auction will be paid to the budget. Mr. Phu requested the Binh Tay Market Management Board to annually develop an expenditure estimate to fund the operation of the night street, without ambiguity between market management and night street management.
Representatives of the Department of Tourism assessed that culinary demand is also saturated, so if we only focus on selling food and drinks without any highlights, it will be difficult to attract customers. Not to mention, not far from Binh Tay market, there is Hau Giang food street also in the district.
This person cited that Ben Thanh market has non-culinary activities such as check-in, cultural and artistic activities. “There must be activities for guests to participate in to increase attraction. Handicrafts can be brought here to experience. Instead of just selling dishes, there is an area to guide how to make that dish and experience some of its steps," a representative of the Department of Tourism suggested.
