According to VIDIFI, after 10 years of operation, traffic volume on the Hanoi -Hai Phong expressway has increased significantly. With 6 lanes and 2 emergency stopping lanes, traffic congestion has now occurred on the route, especially during holidays, Tet (Lunar New Year), and weekends.
Meanwhile, National Highway 5 – the parallel route assigned to VIDIFI for toll collection to recoup the investment in the Hanoi- Hai Phong expressway – is also experiencing traffic volume approximately three times its design capacity, frequently becoming overloaded and congested.

VIDIFI forecasts that traffic volume on the Hanoi - Hai Phong expressway will soon reach and exceed the design capacity, expected around 2028. Investing in and expanding the road from 6 to 10 lanes at this time is very appropriate and ensures compliance with the route's plan.
The Hanoi - Hai Phong expressway project was invested in and constructed by VIDIFI and put into operation in 2015. The project is in line with the road network planning for the period 2021 - 2030, with a vision to 2050, and has a scale of 6 lanes.
According to VIDIFI, the Hanoi-Hai Phong expressway project has already had its land cleared for a 100-meter wide stretch along the entire route; the cleared land on both sides of the road is currently being used by the investor to create green belts. Based on this, VIDIFI proposes that the Ministry of Construction consider adjusting the planning to expand the Hanoi-Hai Phong expressway project from 6 lanes to 8-10 lanes.
