According to VEC, the Yen Bai - Lao Cai section has 83km of investment to be divided into 2 lanes and has no hard median strip in the middle. After 10 years of operation, the road surface has now degraded, while traffic volume on the route has increased, operating speed is slow, averaging about 50km/h, posing a high risk of traffic safety.
Therefore, VEC proposed that the Prime Minister allow the project to upgrade and expand the Yen Bai - Lao Cai section in the form of an emergency construction project, in accordance with the provisions of Construction Law No. 50/2024/QH15, and at the same time apply a number of specific mechanisms to speed up the preparation and implementation of investment.
If approved, the project will be allowed to immediately carry out survey, design, prepare and review feasibility study reports, and organize project appraisal for early approval.
In addition, the survey, construction drawing design, and contractor selection are also carried out in parallel with the project approval process. This process helps shorten the investment preparation time by about 3 months, and the project will be completed about 4 months earlier than the usual sequence.
According to the plan, the project will start on August 19, 2025 and be basically completed in December 2026. The tunnel section is expected to be put into operation from April 2027.
