This is not enough of a deterrent, even causing a situation of "lawlessness", some people deliberately violate the law, typically the many drivers driving in the wrong direction on the highway.
"The highway has a very large number of vehicles traveling at very high speeds, just one vehicle going in the wrong direction can cause a very serious collision," Ms. Xuan said and suggested increasing the maximum fine in this field from 75 million VND to 200 million VND, to create a deterrent.

The female delegate added that in addition to increasing fines, it is also necessary to strengthen propagandaand education for traffic participants because this is the only sustainable measure.
Disagreeing with the proposal to increase the fine for road traffic violations to 200 million VND as proposed by delegate Nguyen Thi Xuan, delegate Tran Thi Van ( Bac Ninh ) analyzed that an electric car currently costs just over 200 million VND, and the salary of officials and civil servants is only a few million VND, so increasing the maximum fine to 150-200 million VND is unreasonable.
"Sometimes when they are on the road, they get a little distracted thinking about work, they don't even look at the red light, just follow the car in front and can unintentionally break the law. The fine is too high, to be honest, people are also very worried," said the female delegate from Bac Ninh province.
Sharing the same view, delegate Pham Van Hoa (Dong Thap) said that if the fine for road traffic violations is increased from 75 million VND to 150 or 200 million VND, there will be cases where drivers who violate the law will have to sell their cars to pay the fine, sometimes not even having enough money.
"I agree with the strict penalty to punish, prevent and deter, but we must take into account the specific conditions and income of each person," Mr. Hoa stated his opinion.
He also cited the fact that there are cases where the fine is so high, higher than the value of the vehicle, that the driver abandons the vehicle. "It is necessary to understand that there are cases where the vehicle is a means of labor and livelihood for the family, so increasing the maximum fine should be considered. Punishment must be strict, deterrent, prevent, and warn violators, so that they do not dare, do not want, and do not cause violations, but we must also consider the people's pocketbook," Mr. Hoa emphasized.
The revised Law on Handling of Administrative Violations was drafted by the Ministry of Justice. It proposes to increase the maximum fines compared to current regulations in the following areas: fire prevention and fighting; rescue; security, order, and social safety; road traffic; dykes; natural disaster prevention and control; network security; network information security... The drafting committee believes that increasing the penalty level is to ensure deterrence and prevention commensurate with the nature, level, and serious consequences of the violation. This also meets the urgent need to strengthen state management in "hot" areas, where many violations have occurred causing serious consequences to people's lives, health, and property in recent times. The bill also adds the content that "for Hanoi city and the inner city areas of centrally-run cities, the fine may be higher, but not more than twice the general fine applied to the same violation in the fields of road traffic; environmental protection; security and order, social safety, culture, advertising, land, construction, fire prevention and fighting, and food safety". |
