Proposed toll collection plan for 13 expressways to be completed in 2025

(Chinhphu.vn) - The Vietnam Road Administration has just proposed to the Ministry of Construction to allow toll collection on 13 additional state-invested expressways scheduled to be completed in 2025.

The Vietnam Road Administration has just submitted to the Ministry of Construction for approval the Project on exploiting the infrastructure assets of the Hoa Lien - Tuy Loan Expressway and the North - South Eastern Expressways in the 2021 - 2025 period under the management of the Ministry of Construction.

According to the project, there are currently 29 expressway sections that are represented by the State as owners and directly managed and operated under the management of the Ministry of Construction. Of these, 5 expressways have had their Road Infrastructure Asset Exploitation Project approved by the Ministry and are expected to start collecting tolls from January 2026.

Based on the progress of construction of rest stops and intelligent traffic systems that meet the toll collection conditions as prescribed in the Road Law and Decree No. 130/2024, the Vietnam Road Administration proposes to implement toll collection on 13 expressways invested by the State with completion scheduled for 2025, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Hoa Lien - Tuy Loan, Quang Ngai - Hoai Nhon, Hoai Nhon - Quy Nhon, Quy Nhon - Chi Thanh, Chi Thanh - Van Phong, Van Phong - Nha Trang, Can Tho - Hau Giang, Hau Giang - Ca Mau .

Propose 2 fee levels

Regarding the fee, based on the provisions of Decree No. 130/2024, the toll collection levels for the above expressways are proposed by the Department of Roads at 2 levels:

Level 1 (VND 1,300/PCU/km) applies to highways that fully meet the regulations on conditions for toll collection (highways with 4 lanes, with continuous emergency lanes.

Level 2 (VND 900/PCU/km) applies to expressway projects that have been decided on investment policies before the effective date of the Road Law, but when put into operation, they do not fully meet the requirements specified in the Road Law (expressways with 4 lanes, with intermittent emergency lanes).

It is expected that when implementing toll collection on the 13 expressways mentioned above, after deducting collection costs, nearly 2,500 billion VND will be paid to the budget each year.

The state collects fees.

Regarding the exploitation method, the Vietnam Road Administration proposes the following method: The asset management agency directly organizes the exploitation of road traffic infrastructure assets.

Accordingly, the Department of Roads is the agency assigned to manage assets and will directly manage, maintain and repair expressway sections invested in, owned, managed and exploited by the State in accordance with the law. Organize toll collection for using expressways in the form of non-stop electronic tolls.

The Department of Roads and the Road Management Areas shall manage the collection, payment and use of expressway tolls; declare and pay collected fees monthly and make annual settlements according to regulations; inspect the activities and revenues from providing expressway toll collection services, ensure correct and full collection and timely payment of tolls into the toll account awaiting payment to the budget of the collection management unit.

The above method was selected by the Vietnam Road Administration based on research, analysis, and evaluation of the advantages and disadvantages of each method of exploiting highway infrastructure assets invested by the State according to legal regulations on management and use of public assets and the form of concession to do business and manage road infrastructure assets according to the PPP Law.

The proposed method is assessed to meet the progress of implementing toll collection for highways invested, owned, managed and operated by the State; suitable for the situation of construction and installation of toll station infrastructure, equipment for collecting fees for public service works at rest stops; technical infrastructure, technological equipment for traffic management and operation.

The above expressway projects on the North-South expressway will collect tolls for 7 years. During the policy implementation assessment process or after the end of a cycle of equipment exploitation, the Vietnam Road Administration will study and propose other exploitation methods (if appropriate).
