Hue City Police informed: Based on the Law on Organization of Local Government passed by the National Assembly on June 16, 2025 and based on Official Dispatch No. 1555/BCA-C06 dated April 22, 2025 of the Ministry of Public Security on guiding a number of contents related to the arrangement of administrative units and the organization of 2-level local governments, the CCCD card issued before the implementation of the arrangement of administrative units, if it has not expired as printed on the card, can continue to be used without having to be reissued according to regulations. Citizens do not need to carry out procedures to adjust information on residence when there is an adjustment or merger of administrative boundaries.

This is to avoid cases of mass, overload and waste of resources when citizens request to issue and change identification documents, especially cases of issuing and changing CCCD when the information on the ID card changes due to the arrangement of administrative units, ensuring security and order at locations for receiving people to handle administrative procedures in the area. At the same time, the residence management agency (commune-level police) is responsible for updating and adjusting information on citizens' residence in the National Population Database, the Residence Database when the resolution and decision of the competent authority are issued and come into effect according to the provisions of Point c, Clause 3, Article 26 of the 2020 Law on Residence and Clause 1, Article 10 of the 2023 Law on Identification.

In addition, the utility and value of electronic identification are also demonstrated through the electronic identification account stipulated in Article 33 of the 2023 Law on Identification.

The People's Committee of Hue City has also issued Official Dispatch No. 7713/UBND-TĐKT dated June 17, 2025 on disseminating the value of CCCD/ID cards issued before the implementation of the 2-level local government organization. In which, units, agencies, organizations and individuals involved in receiving and handling administrative procedures, public services or performing other transactions and activities, when detecting differences between the information printed on the ID card or information stored in the encrypted storage part of the ID card and the information in the electronic ID, the agency, organization or individual shall use the information in the electronic ID.

In particular, with information about citizens' place of residence after adjusting and merging administrative boundaries, people cannot be required to carry out procedures for issuing and changing ID cards.

The city has currently received applications for CCCD/ID cards for 1,159,722 cases; issued electronic identification accounts for 1,013,317 cases (reaching the rate: 92.65% of the population aged 14 and over residing in the area). Thereby, it has effectively served the tasks of the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030, contributing significantly to the process of digital transformation, economic and social development of the city.
