Proposal for regulations on reporting regime of the Ministry of Culture, Sports and Tourism

The Ministry of Culture, Sports and Tourism is drafting a Circular regulating the reporting regime and the management, use and exploitation of the Reporting Information System of the Ministry of Culture, Sports and Tourism.

According to the draft, the reporting regimes under the state management of the Ministry of Culture, Sports and Tourism include: Periodic reports; Ad hoc reports; Thematic reports.

The above reporting regimes are implemented according to the provisions of Decree No. 09/2019/ND-CP dated January 24, 2019 of the Government on the reporting regime of state administrative agencies.

The issuance and implementation of the reporting regime under the state management of the Ministry of Culture, Sports and Tourism shall comply with the provisions of Decree No. 09/2019/ND-CP, relevant legal provisions and the provisions of this Circular.

The draft specifies the periodic reporting regimes including:

  Drafting Circular to abolish a number of legal documents under the authority of the Minister of Culture, Sports and Tourism

Report on culture, sports and tourism work (or Work Report) includes areas under the state management of the Ministry of Culture, Sports and Tourism by month, quarter, 6 months, year and directions, key tasks of work in the adjacent month, adjacent quarter, last 6 months of the year, adjacent year.

Report on the implementation results of the Movement "All people unite to build a cultural life" year.

Report on the activities of the collective representative organization of copyright and related rights in the year. Summary report on the state management of foreign information in the year.

Reports on the fields of publishing, printing and distribution. Reports on the fields of radio, television and electronic information. Other periodic reports as prescribed in relevant legal documents.

Reports are sent to the agency or unit receiving the report by one of the following methods:

Performed on the reporting information system of the Ministry of Culture, Sports and Tourism at https://baocao.bvhttdl.gov.vn.

In case the Reporting Information System has technical problems that prevent sending and receiving reports within the prescribed time limit, sending and receiving reports will be done in the form of electronic documents through the National and Local Document Interconnection Axis or other methods as prescribed by law.

Monthly report: Before the 20th of the reporting month.

Quarterly report: Before the 20th of the last month of the quarter of the reporting period.

6-month report: Before June 20 of the reporting year.

Annual report: Before December 15 of the reporting year, except for the report on the implementation results of the movement "All people unite to build a cultural life", the deadline for submitting the report is before November 30 of the reporting year.

Other periodic reports: Implement according to regulations in relevant legal documents.

According to the draft, the reporting information system has an access address on the Internet: https://baocao.bvhttdl.gov.vn. The reporting information system meets the requirements on functions, technical features, standards, technical regulations on connection, integration, and sharing of information and data as prescribed in Articles 17, 18, and 19 of Decree No. 09/2019/ND-CP.

The reporting information system is the focal point for integrating and managing reports of agencies, units, Departments of Culture, Sports and Tourism, Departments of Culture and Sports, Departments of Tourism of provinces and centrally run cities to the Ministry of Culture, Sports and Tourism.

Each agency, organization, and individual using the System is given a separate administrative account for access and use, appropriate to the role of the agency, organization, or individual in using the Reporting Information System.

The Ministry Office is responsible for receiving the assigned account used to open the reporting period; receiving and synthesizing reporting data from agencies and units under the Ministry, the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Tourism of provinces and centrally-run cities and related agencies and organizations.

The Ministry of Culture, Sports and Tourism is soliciting comments on the draft on the Ministry's Information Portal.
