Shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is necessary
On the morning of May 12, continuing the 9th Session, the National Assembly listened to Vice Chairwoman of the National Assembly Nguyen Thi Thanh present a Proposal on shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term.

Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that, based on the Party's policies and practical requirements, it is necessary to shorten the time between the National Party Congress and the first session of the National Assembly and the People's Council of the new tenure to promptly complete high-level personnel and assign new-term Party Committee members. This is to ensure synchronization, comprehensiveness, continuous stability, and connectivity of key cadres in Party, State, Government, Fatherland Front, and socio-political organizations. At the same time, Party Committees at all levels of the new tenure promptly implement the Resolution of the 14th National Party Congress and Party Congresses at all levels.
Based on the provisions of the Constitution and laws, in order to implement Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee, after careful, thorough and comprehensive consideration, the Standing Committee of the National Assembly found that: The election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term scheduled to be held on Sunday, March 15, 2026 is in line with practical requirements. Therefore, shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term is necessary.
To shorten the term of the National Assembly and People's Councils with the above-mentioned goal, but still have enough time to carry out procedures and processes in the election work, the National Assembly Standing Committee proposed that the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term be shortened by 3 months, ending in early April 2026 (instead of July 2026).

Along with the proposal to shorten the term, Vice Chairwoman of the National Assembly Nguyen Thi Thanh presented a report on deciding the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

Accordingly, pursuant to the Constitution of the Socialist Republic of Vietnam; pursuant to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Conference of the 13th Party Central Committee; pursuant to the Law on Election of Deputies to the National Assembly and People's Councils, Articles 4 and 5 stipulate: "The National Assembly decides on the National Election Day for the election of deputies to the National Assembly and People's Councils at all levels", "The election day must be a Sunday and be announced at least 115 days before the election day".
Based on the opinions of competent authorities and on the summary of recent elections, the Standing Committee of the National Assembly submits to the National Assembly the election date for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term as Sunday, March 15, 2026.
Election process and procedures reduced to 42 daysAlso on the morning of May 12, the National Assembly heard the Presentation and Report on the examination of the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies. According to VnExpress, the Delegation Affairs Committee (the drafting agency) said the bill focuses on adjusting regulations serving the organization of local governments according to the two-level model, eliminating all regulations on district-level People's Councils; district-level People's Council delegates; district-level People's Committees; and organizations in charge of district-level elections. The bill also reduces the time for carrying out the election process and procedures. In particular, the last time for submitting candidacy dossiers to the election day is 42 days (currently 70 days). The time from submitting candidacy dossiers to the last day of holding the second consultative conference is reduced to two days (currently 5 days); from the last time for announcing and posting the list of candidates to the election day is reduced to 16 days (currently 20 days). After cutting down the time for carrying out procedures, the earliest opening date for the first session of the 16th National Assembly could be 22 days after the election. With these new regulations, the shortest time gap from the deadline for submitting candidacy dossiers to the opening date of the first session of the new National Assembly and People's Council is expected to be shortened by nearly 40 days. |
