“Going to every alley, knocking on every door” bringing digital technology to people in ethnic minority areas

Huy Thuong commune has nearly 1,030 households, nearly 4,600 people, 96% of whom are ethnic minorities. With the motto "Going to every alley, knocking on every door", the community digital transformation teams in the commune have promoted propaganda work, helping people integrate into digital transformation work, contributing to gradually changing old ways of thinking and doing, bringing a convenient and modern life to ethnic minority areas.

Modern, convenient, easy to pay, that is the feeling of Ms. Ha Thanh Hoa, owner of Thuong Hoa grocery store, Ban village, Huy Thuong commune, Phu Yen district when being guided by members of the commune community digital transformation team to use the QR code scanning application for bank accounts after a period of use.

Ms. Ha Thanh Hoa, Ban village, Huy Thuong commune, Phu Yen district, Son La province: " Since I was instructed to make QR codes, I find it very convenient for me and my customers. For example, if a customer comes to buy a small bottle of water, even if it's only 10,000 VND, they can transfer money to me and I will receive the money right away. I find it very convenient for both the buyer and the shop owner."

From 2022 to present, 7 community digital transformation teams in Huy Thuong commune with 44 members have promoted their role as an extension of agencies and units to bring digital transformation to each family and residential area with the motto "holding hands and showing how to do things", promoting digital transformation from the grassroots level. Thanks to that, 80% of businesses have installed QR code scanning applications for bank accounts; 65% of people have bank accounts; 97% of people have smartphones, this is a good result for a commune in a mountainous area.

Ms. Hoang Minh Nguyet, Deputy Secretary of the Youth Union of Huy Thuong Commune, Phu Yen District, Son La Province : " During the process of going to the grassroots, we encountered some difficulties, but for such cases, we mobilized the commune's youth union members to go to each household to propagate and install to help the people."

Huy Thuong Commune also promotes administrative reform, promotes the construction of e-government at the commune level, serves the digitization of documents and papers to replace traditional working methods, creates favorable conditions for people to handle administrative procedures in the digital environment, the rate of digitization of documents and records reaches 95%.

Mr. Hoang Van Than, Vice Chairman of Huy Thuong Commune People's Committee, Phu Yen District, Son La Province: " Thanks to digital transformation, Huy Thuong Commune can easily access information via the internet to look up information online. Digital transformation also improves the quality of public services and brings many benefits in communication and connection on social networking platforms ."

Ms. Dinh Thi Ly, Kiu village, Huy Thuong commune, Phu Yen district, Son La province: " When I came to do the procedures at the one-stop department of the commune, all the current paperwork and procedures are very quick. All of us here just need to bring our smartphones. When we arrive, the one-stop officer will ask, then we will enter the population data and we will have all the relevant documents in there and we will not waste much time. I feel it is very convenient ."

Joining the national digital transformation program, each citizen, each member of the Community Digital Technology Group and the entire political system of Huy Thuong commune are making efforts to bring digital technology into life, creating a strong "rebound" to promote local socio-economic development./.
