According to Mr. Cu Xuan Tien, Head of the Admissions and Student Affairs Department of the University of Economics and Law (Vietnam National University Ho Chi Minh City), the cut-off scores for the Social Sciences group, including the Law major, this year are trending slightly downward for the C admission combination (Literature, History, Geography), and slightly upward for the D01 (Mathematics, Literature, English) and D07 (Mathematics, Chemistry, English) admission combinations.

"The cutoff scores for the university's majors may decrease slightly by about 0.5 points, or remain equivalent to 2022 for majors in groups A and C, and increase by 0.25 to 1 point for majors in group D - including Law and International Commercial Law...", he said. The reason is that the number of places available for admission based on high school graduation exam scores is limited (40% of the total 2,400 places).

The cut-off scores for law schools are predicted to increase by 0.25 - 1 point.

The score distribution for block C (left) decreased compared to 2022, while block D (left) increased compared to last year.

This is just a prediction based on the score distribution; the exact cutoff score depends on the number and scores of candidates applying to the respective major.

This year, the University of Economics and Law set the minimum admission score at 20 for all majors and admission combinations. Last year, the highest admission score was 27.55 for the E-commerce major. The lowest was 23.4 for the Law (Financial and Banking Law) high-quality program with enhanced French language skills.

Mr. Cu Xuan Tien advised candidates to divide their preferences into three groups: the first group should have 2-3 preferences for their favorite majors, where the cut-off scores from previous years may be 0.5-1.5 points higher than their exam scores.

The middle group includes majors whose admission scores in previous years are similar or differ by about 0.5 points compared to the exam score. For this group, candidates should register for about 2-4 nguyện vọng (preferences).

The last group consists of majors whose admission scores in previous years were 0.5-1.5 points lower than the current scores. Candidates should register 2-3 preferences in this group, plus their early acceptance preferences, to ensure a higher chance of getting into university.

According to Ms. Do Ngoc Anh, Director of the Information and Communication Center at Hanoi Open University, the minimum admission scores for the university this year remain stable compared to previous years. Some majors have seen a slight increase compared to the 2022 minimum scores, aiming to narrow the gap between the minimum score and the actual admission score, thereby creating favorable opportunities for candidates in the university admission process.

Regarding the cutoff scores, Mr. Ngoc Anh predicted that there wouldn't be much fluctuation, especially for majors that had cutoff scores between 24 and 26 last year. Law majors such as Economic Law and International Law at Hanoi Open University also belong to this group.

Last year, the admission scores for the university based on high school graduation exam results ranged from 16.5 to 26.75, along with some additional criteria. The Economic Law major, using the C00 combination (Literature, History, Geography), had the highest entry score – 26.75 points. Two other majors, Law and International Law, both using the C00 combination, had admission scores of 26 or higher.

According to Mr. Le Van Hien, Deputy Head of the Training Department at Ho Chi Minh City University of Law , the cutoff score will largely depend on the number of candidates applying for admission.

On the other hand, the admission scores for Ho Chi Minh City University of Law in particular, and universities in general, this year will be affected by the Ministry of Education and Training's regulations on priority points applied to candidates from the 2023 admission season.

Last year, all candidates received a maximum of 2.75 bonus points regardless of their total score. This was one of the reasons for the high admission scores of universities. However, this year, for candidates with a score of 22.5 or higher, the bonus points will progressively decrease until 30 points, at which point the bonus points will be zero.

Last year, the entrance exam scores for Ho Chi Minh City University of Law ranged from 22.5 to 28.5 points, with many candidates receiving bonus points ranging from 0.5 to 2.75 points. However, this year, this score range is directly affected by the Ministry of Education and Training's policy of reducing bonus points; therefore, this is also the range of candidates whose scores will be affected.

Therefore, the cutoff scores this year will fluctuate slightly, either increasing or decreasing, Mr. Hien predicted.

This year, Ho Chi Minh City University of Law is recruiting 2,100 students. At the end of June, the university will announce the cutoff scores for the early admission method. Using a combined method of academic transcript review and IELTS (or TOEFL), the International Commercial Law major has the highest cutoff score. If a candidate has an average GPA of 22.5, they must also have an IELTS score of 7.5 to be admitted; if their GPA is 28, they only need an IELTS score of 7.0.

With the admission method for priority students based on academic transcripts, the cutoff score for the International Commercial Law major is also the highest, at 28 and 24.5 points respectively, depending on the average GPA of all three years or the average GPA of three subjects in the chosen combination over five semesters.

In addition to the two aforementioned admission methods, the school also considers high school graduation exam scores for admission, accounting for 60% of its enrollment quota.

According to Mr. To Van Hoa, Vice Rector of Hanoi Law University , the cut-off scores for this year's entrance exam are difficult to predict due to two factors.

Firstly, the percentage of candidates admitted early through the academic transcript and combined admission methods reached 49% of the total quota. However, this is only conditional admission; after knowing the high school graduation exam scores, a significant number of candidates switched their admission method to high school graduation exam scores, resulting in a large number of "phantom" candidates (candidates who apply but do not intend to enroll).

Secondly, the priority bonus points this year will gradually decrease based on scores ranging from 22.5 to 30 points. Therefore, predicting whether the cutoff score will increase or decrease will be very difficult, Mr. Hoa affirmed.

In 2022, Hanoi Law University had 2 out of 4 majors that accepted the C00 subject combination for admission. The cut-off scores for this combination were the highest in the university, with Economic Law at 29.5 points and Law at 28.75 points. Meanwhile, other combinations (A00, A01, D01 to D06) only ranged from 24.95 to 26.8 points.
