Comrade Do Ngoc An, Permanent Deputy Secretary of the Party Committee of Kim Tra Ward, said that as a newly established administrative unit formed by merging Huong Xuan and Huong Chu wards and Huong Toan commune, Kim Tra has a large geographical area and increasingly high demands for management and information connectivity. Therefore, promoting digital transformation is considered one of the key tasks of the locality.

“This is not simply about guiding the use of smartphones or digital software, but also about changing perceptions, building habits, and developing the capacity to adapt to the digital environment within the community. In addition, the Ward Party Committee has determined that digital transformation must be linked to the implementation of Resolution 57-NQ/TW of the Politburo and considers this a crucial solution to improve the efficiency of governance, management, and service to the people,” Comrade Do Ngoc An emphasized.

Currently, one of the key focuses of the digital transformation task in Kim Tra is the implementation of the electronic Party Member Handbook. As of mid-May 2026, 86% of Party members in Kim Tra ward had installed and used this application. Previously, the ward Party Committee had completed the standardization of the Party member database on the 3.0 software, achieving a rate of 95.7%, and the renewal of Party member cards on the National Population Database platform, achieving a rate of 92.5%.

The above figures demonstrate Kim Tra's determination to build a synchronized digital data platform. However, although the 86% rate of party members using the electronic Party Member Handbook is quite high, potentially placing it in the top 10 among communes and wards in the city, there is still a segment that cannot access or use this application proficiently. The biggest obstacle is that many older party members have difficulty getting used to smartphones, technological operations, or software updates…

Technical and infrastructure limitations are also putting significant pressure on the digital transformation process at the facility. Several issues, such as slow software, application crashes, data discrepancies between systems, internet connectivity problems, and a lack of synchronization in operational equipment, are hindering the smooth and consistent digitalization journey in Kim Tra.

To address this issue, Kim Tra determined that digital transformation is not just about investing in equipment or installing software, but more importantly, about changing perceptions. “Technology is only a tool; people are the decisive factor in the success of the digital transformation process. Therefore, every official and Party member in Kim Tra is determined to become a pioneering ‘soldier’ on the technology front, always proactively learning, gradually mastering software and digital applications, thereby becoming a force to spread, guide, and support people to participate in the digital environment more effectively,” said Comrade Do Ngoc An.

Currently, Kim Tra has developed a long-term roadmap for the "Digital Literacy Movement" with the goal of organizing 1-2 digital skills training classes annually for officials, Party members, and citizens, focusing on practical application and hands-on guidance to help people more easily access essential digital skills.

Notably, the popularization of digital skills in Kim Tra is also linked to the local goal of sustainable socio -economic development. Through digital transformation, the locality aims to support farmers in bringing OCOP products such as Huong Xuan guava, Van Cu vermicelli, Hue Tran rice cakes, etc., to e-commerce platforms; and at the same time promote community tourism by digitizing information on tours and routes.

It is evident that, through the "Digital Literacy Movement," Kim Tra is determined to make technology a tool to serve the people and promote local socio-economic development. With the concerted efforts of the entire political system and the community, the "Digital Literacy Movement" promises to contribute to building a modern and civilized Kim Tra in the digital age.
