Attending the forum were Mr. Tran Hoang, Director General of the Vietnam Copyright Office; Mr. Lee Young Ah, Head of the Cultural and Trade Cooperation Department (Ministry of Culture, Sports and Tourism of Korea); Mr. Park Jung Youl, President of the Korea Copyright Protection Agency; along with representatives from the Vietnam Copyright Office, several relevant state agencies; representatives from the Korea Copyright Office, representatives from the Korea Copyright Protection Agency; collective management organizations for copyright and related rights, associations, and several businesses in the music industry…

In his opening remarks, Director of the Copyright Office Tran Hoang stated that the Vietnam-Korea Copyright Forum is one of the annual activities to implement the Memorandum of Cooperation between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture, Sports and Tourism of Korea, signed in 2013.

This year, the Forum is being held with the theme "Copyright Policy in the Digital Environment and Cooperation Options between the Two Countries," focusing particularly on the protection of music copyrights.

Regarding the economic contribution of copyright-based cultural industries, Director Tran Hoang stated that, according to WIPO survey data, in developed countries such as the United States, this contribution accounts for approximately 11.99% of GDP, and in South Korea, it is 9.89% of GDP; in developing countries such as China, this contribution accounts for approximately 7.35% of GDP, Malaysia, and Thailand, which is 5.7% of GDP.

"These figures show that effective protection of copyright and related rights plays a crucial role in contributing to the economic, cultural, and social development of each country," Mr. Tran Hoang affirmed.

The Director of the Copyright Office also added that, in Vietnam, according to estimated figures, the added value of cultural industries contributing to the economy was estimated at 5.82% in 2018; 6.02% in 2019; and decreased to approximately 4.32% and 3.92% in 2020 and 2021 due to the impact of the pandemic; by 2022, the industries had begun to recover and the contribution value increased, estimated at 4.04%.

The value of production from Vietnam's cultural industries during the 2018-2022 period contributed an estimated average of 1,059 trillion VND (approximately 44 billion USD). Of this, performing arts activities experienced growth during the same period, with an average annual increase of 5.59% in production value and an average annual increase of 5.67% in added value.

Vietnam has the potential to develop its music market and possesses the necessary conditions and infrastructure to host large-scale, international music performances.

Emphasizing the spirit of Decision No. 1755/QD-TTg dated September 8, 2016, of the Prime Minister approving the Strategy for the Development of Vietnam's Cultural Industries, aiming for Vietnam to build a healthy and competitive cultural industry by 2030, contributing approximately 7% of the country's GDP, the Director also stated that the digital age and the Internet have given us many opportunities to access works, performances, recordings, and broadcasts at any time and place, but also pose challenges to protecting copyright and related rights in various aspects of social life, including the protection of copyright for musical works in the digital environment, significantly impacting the music industry of each country.

According to Director Tran Hoang, the current exploitation and use of musical works, especially cross-border licensing in cyberspace, raises many issues that need to be addressed. Many copyright infringements of musical works are carried out through acts of misappropriation, impersonation of authors and copyright owners; copying, publishing, distributing, and modifying works without the consent of the author or owner, causing significant damage to copyright holders and creating many difficulties for management and enforcement agencies in detecting and handling these cases.

Mr. Tran Hoang also expressed, "At this Forum, in addition to exchanging information and experiences on copyright protection between Vietnam and South Korea, including the important role of collective copyright and related rights organizations and intermediary service providers of the two countries, I hope that the speakers and delegates will propose specific legal and technological solutions to contribute to the effective implementation of copyright in general, and copyright for musical works in particular. Especially, I very much hope to receive valuable lessons from our South Korean counterparts in managing and enforcing copyright and related rights protection and developing the cultural industry in general, and the music industry in particular."

This forum is also a good opportunity for organizations, individuals, and businesses from Vietnam and South Korea in the music industry to exchange information and experiences and seek opportunities for future cooperation, the Director emphasized.

A representative from the Cultural and Trade Cooperation Office (Ministry of Culture, Sports and Tourism of South Korea) gave a speech.

Speaking at the forum, the Chairman of the Korea Copyright Protection Agency, Park Jung Youl, said that this was a valuable opportunity for copyright experts from both countries to "sit down" together and exchange understandings between the two nations. With the forum's theme being "Copyright Policy in the Digital Environment and Cooperation Options," Mr. Park Jung Youl affirmed that this is a time requiring much cooperation, especially in the AI ​​era where many copyright-related issues need to be discussed. This period demands even greater efforts from both creators and consumers, particularly in matters of copyright.

According to Mr. Park Jung Youl, copyright infringement is currently being detected frequently on various platforms. He believes that sharing experiences will contribute to raising public awareness of the value of copyright. He argues that we need to be more proactive in cooperating to protect what we have. He also believes that "we will usher in a new era in the future, with relations between the two countries focusing on developing technical issues; this is a very good opportunity," Mr. Park Jung Youl stated.

Within the framework of the Vietnam-Korea Copyright Forum 2024: Copyright Policy in the Digital Environment and Cooperation Plans between the Two Countries, delegates will be provided with information and participate in discussions on copyright policies and trends in the digital environment, and cooperation plans between the two countries to develop copyright and the cultural industry.

Specifically, the forum's discussions covered two main areas: Copyright policy with artificial intelligence (AI) (the main content being a guide on AI copyright by Ms. Lee Ha Young - Cultural and Trade Cooperation Office - Ministry of Culture, Sports and Tourism of South Korea), and the development of copyright in the digital environment, recent policies and trends (Mr. Pham Thanh Tung - Copyright Management, Related Rights and International Cooperation Department - Copyright Office, Ministry of Culture, Sports and Tourism of Vietnam).
