Within the framework of the Autumn Economic Forum 2025, the working session recorded the participation of leaders of many ministries, sectors and enterprises to discuss solutions for "Dual transformation from strategy to action - Shaping Vietnam in the era of rising up". Prime Minister Pham Minh Chinh chaired a high-level dialogue with leaders of the World Economic Forum (WEF), marking an important step forward in promoting cooperation between Vietnam and WEF.

At the discussion session, representatives of the Ministry of Finance , the Ministry of Industry and Trade, and the Ministry of Science and Technology clearly outlined the development orientation in the new period, especially the strategy to promote science, technology and innovation. Large enterprises shared many recommendations to expand the development space for the private sector, making science and technology a key driving force for economic growth.
Mr. Vu Hai Quan - Permanent Deputy Minister of Science and Technology said that recently, the State has increased investment in science and technology, gradually forming high-tech urban areas, and at the same time creating conditions for people in remote areas to access digital transformation. He emphasized the need to continue to remove obstacles in financial mechanisms, especially in public procurement, to support businesses to accelerate the digital transformation process, focusing on people and businesses.


From the perspective of a global technology company, Mr. Thieu Phuong Nam - General Director of Qualcomm Vietnam, Thailand, Laos and Cambodia - affirmed that technology is an indispensable foundation to achieve sustainable development goals. He proposed that Vietnam should have a sandbox mechanism for businesses to test new technologies such as artificial intelligence or drones, thereby helping green transformation to be implemented more effectively.


Mr. Pham Dai Duong - Deputy Head of the Central Economic Commission - emphasized three major bottlenecks that need to be resolved: institutions, infrastructure and human resources. He said that the Central Government is implementing many solutions to synchronize infrastructure, including the North - South expressway of more than 3,000 km and the national data connection system to serve innovation.

Mr. Stephan Mergenthaler - Managing Director of the World Economic Forum commented that the world is under great pressure from climate change and supply chain restructuring, requiring each country to increase its resilience. He asked how Vietnam can promote its internal strength to stand firm and continue to develop in this challenging context.
In his reply, Prime Minister Pham Minh Chinh emphasized that the spirit of national solidarity is the core factor helping Vietnam overcome difficulties, from natural disasters to economic security challenges. The Prime Minister said that Vietnam prioritizes promoting green transformation and digital transformation as two parallel pillars in its development strategy: digital transformation creates new economic value, while green transformation ensures humane and sustainable factors. Vietnam is also promoting ASEAN data connectivity and building a regional power grid.

Regarding future orientation, the Prime Minister asked ministries and branches to focus on perfecting institutions, removing bottlenecks in land, investment, environment and infrastructure, creating a favorable environment for businesses. He affirmed that Ho Chi Minh City needs to take the lead in implementing green economic, green finance and smart urban models, especially in the context of the International Financial Center coming into operation.


The dialogue session concluded with the announcement of a Joint Statement on initiatives to promote smart manufacturing and build sustainable supply chains.
