
Up to now, the total area that has been reviewed, measured, and has established cadastral records is 295,835.57 hectares, of which: Forested forestry land is 79,618.28 hectares (82%); non-forested forestry land is 216,217.29 hectares (129.4%). 8/10 districts, towns, and cities have issued forested forestry land use right certificates with an area of 34,268.8 hectares (35.3%) and 7/10 districts, towns, and cities have issued non-forested forestry land use right certificates with an area of 24,506.02 hectares (14.7%).
According to the Steering Committee's assessment, the implementation progress is slow and does not meet the requirements of the province's general tasks and plans. Some district-level People's Committees have not actively directed, leading to implementation results that do not meet the requirements and commitments to the leaders of the Provincial People's Committee and the Provincial Steering Committee.
In Decision No. 326/QD-TTg dated March 9, 2022 of the Prime Minister allocating land use targets for Dien Bien province until 2030: Forestry land is 592,269.0 hectares (a decrease of 102,484 hectares compared to the data in Plan 2783/KH-UBND). Dien Bien Provincial People's Committee has allocated forestry land use targets for districts, towns and cities in Decision No. 1219/QD-UBND dated July 13, 2022.
According to the results of the announcement of the current forest status of Dien Bien province in 2022 and the results of reviewing the forest area in 2023: Forest land area with forest: 427,025.59 hectares (including rubber forest land of 1,908.97 hectares; specialty tree forest land of 580.67 hectares; forest land outside the planning of 19,419.46 hectares; forest area adjusted to Plan No. 2783/KH-UBND of the Provincial People's Committee is 415,116.49 hectares).

Based on the results of the review and inter-sectoral consensus, the Provincial People's Committee and the Provincial Steering Committee are requested to adjust the targets for land allocation and forest allocation for granting forestry land use right certificates for the period 2019-2023 according to Plan 2783/KH-UBND as follows: Total planned forestry land area is 592,269 hectares; of which: Forestry land area with forest: 415,116.49 hectares (excluding 1,908.97 hectares of rubber forest land; specialty tree forest land 580.67 hectares; forest land outside the planning 9,419.46 hectares). Forestry land area without forest: 165,243.41 hectares.
Representatives of districts, towns, cities and members of the Steering Committee frankly assessed the limitations in land allocation, forest allocation, and issuance of land use right certificates in the past. That is, the People's Committees at the district level have not been proactive in coordinating and reporting on progress; some districts have completed the review and field measurement but have not yet completed the internal work and completed the dossier to submit for confirmation of cadastral maps and establish cadastral dossiers for the surveyed area.
Representatives of the People's Committees of the districts proposed to supplement funding to pay for consulting units to carry out land and forest allocation work; issue forest land use right certificates... At the same time, discuss and agree on a plan to adjust the targets for land and forest allocation and issuance of forest land use right certificates for the period of 2019-2023 according to Plan 2783/KH-UBND. In which, Dien Bien Dong, Tuan Giao, Dien Bien districts and Dien Bien Phu city proposed to the Steering Committee to change the targets for land and forest allocation and issuance of land use right certificates to ensure consistency with the review and adjustment of the planning of 3 types of forests and land use planning for the period up to 2030 of the province.
Concluding the conference, Vice Chairman of the Provincial People's Committee Lo Van Tien agreed to organize a conference to summarize Plan 2783/KH-UBND in March 2024. The Department of Natural Resources and Environment was assigned to advise the Steering Committee on sending a document to the Standing Committee of the District Party Committee, City Party Committee, and Town Party Committee to request direction and include it in the district's work program from now until March 2024, in which the goal is that by the time of the summary, the districts will strive to complete the plan by over 70%. The Department of Agriculture and Rural Development and the Department of Natural Resources and Environment were assigned to advise on developing a plan to submit to the Steering Committee to unify the adjustment of the planning of 3 types of forests. The districts must organize land allocation, forest allocation, and issuance of land use right certificates to organizations and individuals in the field. The Provincial People's Committee shall ensure sufficient funding within its authority for localities to organize implementation.
