(NLĐO) - Adjusting the National Land Use Planning in the spirit of "local authorities decide, local authorities act, local authorities take responsibility"
On the morning of March 28, Deputy Prime Minister Tran Hong Ha chaired a working session with ministries, agencies, and experts, connected online with localities, on the plan to adjust the National Land Use Planning for the period 2021-2030, with a vision to 2050.

The Deputy Prime Minister stated that in the context of streamlining the organizational structure, changing and merging administrative boundaries of localities, and aiming for double-digit growth… there is a need to change the approach, basis, and thinking regarding the previous development space for the National Land Use Planning as a foundation and guide for adjusting national, regional, and local sectoral plans, urban and rural development plans…
National land use planning must be dynamic, open, and provide long-term forecasts, clearly and definitively identifying issues that need to be controlled and managed, but absolutely avoiding the approach of "prohibiting something because it is unknown or unmanageable"; at the same time, it must create space for development and innovation for localities in the spirit of "local authorities decide, local authorities act, and local authorities take responsibility".
According to Deputy Minister of Agriculture and Environment Le Minh Ngan, the goal of adjusting the National Land Use Plan is to allocate land resources rationally, economically, and efficiently.
Prioritize the development of a comprehensive infrastructure system, industry, services, and urban development; maintain a reasonable area of rice-growing land to ensure national food security; and flexibly convert low-efficiency land areas.
At the meeting, leaders from several ministries, sectors, and localities suggested that a transitional period should be stipulated to allow the use of existing land use and urban/rural construction plans while calculating and adjusting socio -economic development plans after the completion of the consolidation, merger, and reorganization of provincial and commune-level administrative units, and the abolition of the district level.
Professor Vu Nang Dung, Chairman of the Vietnam Soil Science Association, emphasized that the approach to adjusting national land use planning is crucial to ensuring dynamism and openness. "We need strong decentralization, empowering localities, while the central government only manages and controls a few important indicators (rice land, forest land, national defense and security land, etc.)," he said.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha requested the Ministry of Agriculture and Environment to continue to take the lead and work with ministries, sectors, and localities to reach a consensus on adjusting land use indicators.
In addition, the Ministry of Agriculture and Environment is calculating the transitional period for the use of land use planning and plans when the district level is abolished, as well as the responsibilities, authority, and tasks of provincial and commune-level governments; and the mechanisms and principles for adjusting land use targets in cases where localities complete mergers.
