On May 28th, the Chairman of the Da Nang City People's Committee, Nguyen Manh Hung, signed a decision transferring the responsibility of investor for a series of infrastructure projects from the People's Committees of communes and wards to the City's Project Management Board for Investment and Construction of Transportation and Agricultural Works.

This move comes amidst a backdrop of numerous local projects experiencing delays and slow progress, resulting in wasted resources and negative impacts on people's lives.

According to the decision, five projects were transferred to the Management Board of Investment and Construction Projects for Transportation and Agriculture in Da Nang City, including: Chau Hiep Resettlement Area (Phase 1), Nam Phuoc Commune; the DH7 road and bridge project across Vinh Dien River, Dien Ban Town; Binh Sa Bridge to Binh Hai (Tay Giang Bridge), Thang Binh District; Bach Dang Road and technical infrastructure of the residential area west of Tam Ky City; and the Ban Thach riverside landscape park, Tam Ky City, former Quang Nam Province.

In addition, the project to establish regulations for urban architectural management in Tam Ky City, formerly Quang Nam province, and the list of valuable architectural works in the area, has been transferred from the Ban Thach Ward People's Committee to the Da Nang City Department of Construction for management.

Specifically, the management of the Tuan Dat Garment Company project has been transferred from the People's Committee of Thanh Binh Commune to the People's Committee of Tien Phuoc Commune.

Among the projects that were reassigned, many were expected to boost infrastructure development, urban beautification, and transportation connectivity, but in reality, after many years of implementation, they remain unfinished.

Notably, the DH7 road and bridge project across the Vinh Dien River, which commenced in March 2021, is a crucial transportation project connecting the former Dien Ban town area with neighboring regions. However, after more than five years of implementation, the project remains unfinished due to land acquisition issues.

The Binh Sa-Binh Hai Bridge project (Tay Giang Bridge) in Thang Binh district, formerly Quang Nam province, is also facing prolonged delays. The project, approximately 1.5 km long, with the bridge section exceeding 250 m, was expected to connect transportation and boost development in the eastern part of the province.

Regarding the Bach Dang Road project and the technical infrastructure of the residential area west of Tam Ky City, in the former Quang Nam province, many sections remain unfinished after a long period of implementation.

Meanwhile, the Ban Thach Riverside Landscape Park project, invested in to create an ecological space and beautify the central urban area of ​​Tam Ky City, still has many unfinished components.

Specifically, the Chau Hiep resettlement area (phase 1), despite being implemented to serve the resettlement needs of the people, still faces slow progress in infrastructure investment. Many areas lack complete electricity, water, and internal transportation systems.

Accordingly, the Da Nang City People's Committee requested the relevant communes and wards to hand over complete documents and completed work to the receiving unit.

The City's Project Management Board for Investment in Construction of Transportation and Agricultural Projects will continue to manage and implement the remaining tasks; and at the same time, carry out settlement and record keeping in accordance with regulations.

The Da Nang City Department of Finance is tasked with coordinating with the State Treasury Region XIII to monitor, guide, and supervise the handover and settlement of investment capital; and to advise on resolving any difficulties and obstacles that may arise.
