Sir, can you tell us about the vision and strategy for developing the HSTKN of Da Nang?
Dr. Le Duc Vien: Da Nang's impressive rise in the Global Innovation Index 2025 is a testament to the relentless efforts of the city government and the startup community in building a sustainable innovation environment, from vision and development strategies to outstanding support policies and strong investments in technology infrastructure...
With the goal of becoming the leading startup and innovation center in Asia by 2045, Da Nang aims to develop a synchronous startup ecosystem, focusing on pioneering technology fields such as artificial intelligence (AI), semiconductors, blockchain technology, cloud computing, quantum computing, renewable energy, biotechnology, etc.
The city not only closely connects with the national startup network but also expands international cooperation, aiming to become the economic - technological center of the Central region, the National Innovation Startup Center in Da Nang. The strategic geographical location and modern traffic infrastructure have created favorable conditions for Da Nang to attract startups and investors. In the near future, the merger with Quang Nam will expand the city's area to nearly 12,000 km² with a population of more than 3 million people, providing rich resources and an ideal living environment for startups.
What support policies and infrastructure investments has Da Nang issued to serve as a launching pad for HSTKN?
Dr. Le Duc Vien: In the past, Da Nang has issued nearly 30 policies to support science and technology and innovative startups, including outstanding, breakthrough and unprecedented policies. Typical examples include policies on controlled testing of new technology solutions; tax exemption for innovative startup activities, activities supporting innovative startups; support for the use of science and technology infrastructure assets; non-refundable support from the state budget to develop innovative startup projects; support for information infrastructure assets to develop the semiconductor and AI sectors.
In addition, the city has policies to support enterprises in technological innovation, support the development of intellectual property, reward policies, encourage and honor scientists, organizations and individuals with outstanding achievements in science and technology activities, creative startups, etc.
In addition, the city invests heavily in startup infrastructure. The Da Nang Innovation Startup Space with a budget of about VND 500 billion plays a central role in connecting and supporting startup projects. Software Park No. 2 with a floor area of over 92,000 m² is designed to serve 6,000 employees, focusing on the semiconductor and AI industries. Modern digital infrastructure with international submarine optical cables APG and SEMEWE 3; international standard IT and communications infrastructure, including the city's metropolitan area network (MAN); data center; wireless connection system (Wi-Fi) throughout the city.
What is the future prospect of HSTKN Da Nang, sir?
Dr. Le Duc Vien: Danang Entrepreneurship Forum is increasingly diverse and dynamic with more than 50 large and small events each year, such as SURF, DAVAS, Hackathon, Startup Runway… attracting thousands of participants from within and outside the country. Co-working spaces, incubators and startup support centers are constantly springing up, creating conditions for the young entrepreneur community to develop.
High-quality human resources are also a strength. With 18 universities, 15 colleges and hundreds of training facilities, Da Nang trains more than 100,000 students each year. A team of more than 250 professors, associate professors and research experts is a solid foundation for innovation.
