Speaking at the meeting, Minister Pham Thi Thanh Tra respectfully expressed her thanks for the warm welcome of the Korean National Human Resources Development Institute for the Vietnamese Ministry of Home Affairs delegation.

Minister Pham Thi Thanh Tra said that on July 16, 2024, the Ministry of Home Affairs delegation had a working session with the Ministry of Human Resources Management of Korea. The two sides discussed issues related to civil servants, public service, administrative reform, attracting and employing talented people to work in the public sector, public service ethics, training and fostering of civil servants...
Through research, the Minister learned that the National Human Resources Development Institute of Korea is a unit under the Ministry of Human Resources Management of Korea. The Minister highly appreciated the work content and volume of training and development programs, innovation initiatives, and global international cooperation activities of NHI. The Institute is the main arm performing the function of providing training and development programs for civil servants and talented people of Korea.

With the strengths and achievements of NHI so far in the field of training, fostering civil servants and nurturing national talents, Minister Pham Thi Thanh Tra hopes that NHI will share with the delegation of the Ministry of Home Affairs of Vietnam the following contents: (1) experience in training, fostering and developing human resources in the public sector; (2) public-private partnership to integrate human resources and capabilities of organizations in the training activities of the Institute; (3) training and fostering civil servants, leaders and national talents for the country; (4) international cooperation and support initiatives that the Institute is implementing and solutions/proposals in international cooperation to jointly organize these training courses in the future.

Sharing at the meeting, NHI Chairman Kim Chae-Hwan said that the main functions of NHI include building a team of excellent civil servants through general and specialized training programs. In addition, it supports training institutions in the public sector throughout Korea and strengthens cooperation and exchange activities with human resource development centers in the private sector. At the same time, it expands the global network system through international training and exchange activities with prestigious training institutions around the world .
Mr. Kim Chae-Hwan said that to achieve the goal of building an excellent civil servant team, it is necessary to have consistent and open policies, a good educational foundation and appropriate training programs, and the Korean Government has achieved this. In recent years, Korea has always ranked very high on the United Nations' index of reform, digital administration and digital transformation, with great contributions from the Korean civil servant team.
To achieve that result, NHI builds training programs such as: civil servant training by rank; leadership capacity development; specialized training programs; global capacity training; training programs for foreign civil servants; information technology training programs.
NHI also organizes online, in-person and blended training; training by rank and position of senior, middle and junior civil servants. According to statistics in 2023, 7 million civil servants participated in these training programs.
Mr. Kim Chae-Hwan hopes that in the coming time, NHI and the Ministry of Home Affairs of Vietnam in general and the National Academy of Public Administration of Vietnam in particular will continue to strengthen cooperation in training and fostering cadres, civil servants, and public employees and cooperate in research on issues of mutual interest.
