To prepare for the 8th session of the 15th National Assembly and to contribute ideas to the draft Electricity Law (amended), on the afternoon of October 9, the National Assembly Delegation of the province organized a survey on the implementation of the Electricity Law at the Department of Industry and Trade.
Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation chaired the meeting. Also attending were representatives of the Economic - Budget Committee of the Provincial People's Council, Department of Natural Resources and Environment, Department of Transport, and Department of Construction.
At the meeting, the leaders of the Department of Industry and Trade reported on the implementation of the Electricity Law in 2024 (amended and supplemented in 2012, 2018 and 2022).
Accordingly, in recent times, the Department of Industry and Trade has presided over and coordinated the organization of propaganda activities and dissemination of electricity laws in diverse and rich forms; posted articles on the Department of Industry and Trade's information page, and carried out communication work to create consensus among society and people on electricity development investment planning and policies.
Organize training courses, disseminate legal documents on electricity, including training and issuance of Electrical Safety Cards for employees of the Provincial Electricity Department. The Department has done a good job of monitoring law enforcement and inspecting law enforcement; directing and organizing the issuance of detailed regulations and instructions on the implementation of the Electricity Law...
At the meeting, the survey delegation listened to and discussed some difficulties and problems in implementing the Electricity Law; developing renewable energy and new energy; electricity saving issues; granting electricity business licenses, post-inspection work for agencies granted electricity business licenses, etc.
Regarding recommendations, proposals, amendments and supplements to the Electricity Law, the Department of Industry and Trade requests the drafting committee to study and promulgate regulations and forms of handling for the acts of organizations and individuals that obstruct or delay the development of the competitive electricity market. It is recommended to pay attention to adding regulations on electrical safety for wires after the meter.
Supplementing regulations on selecting investors for power source and grid development projects; supplementing regulations and instructions on norms, standards, authority, and procedures for planning investment in electric vehicle charging stations; proposing to supplement regulations for electricity customers who do not conduct testing and inspection of electrical equipment, leading to safety risks, as one of the cases of violating the provisions of the Electricity Law to consider stopping the power supply...
Concluding the working session, Comrade Tran Thi Hong Thanh, Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation highly appreciated the efforts of the Department of Industry and Trade and Ninh Binh Electricity Company in organizing the implementation of policies and laws on electricity in the province; doing a good job of managing and using electricity economically, safely and effectively.
He requested the Department of Industry and Trade and the Electricity sector to regularly update new laws of the State so that management and operation are in accordance with regulations; continue to closely coordinate with local authorities, departments and branches of the province in the process of production and business activities.
The Deputy Head of the Provincial Delegation of National Assembly Deputies requested the Department of Industry and Trade to clarify and propose more specific solutions and policies to ensure energy security requirements; exploit and promote electricity potential associated with economic development. At the same time, propose State management policies on energy to ensure unity and efficiency. Receiving opinions and proposals at the survey, the Provincial Delegation of National Assembly Deputies will synthesize and report to the National Assembly, the Government and ministries and branches for consideration and resolution.
