Construction to receive compensation: 'Barriers' to project implementation

In recent years, the economy of Thai Nguyen province has developed strongly thanks to the promotion of attracting investment projects. The province has resolutely directed the acceleration of site clearance for industrial zones and clusters, and investment in connecting traffic infrastructure. However, one of the "barriers" affecting the progress of project implementation is the situation of construction to receive compensation.

Although the local government has made the planning public, some households in Nga My commune (now Diem Thuy commune) still expand and build solid fences.

At the end of April 2025, the Provincial People's Committee approved the investment policy and approved the investor for the Yen Binh 2 Industrial Park (IP) Infrastructure Investment and Business Project. The investor is Yen Binh Development Joint Stock Company. The project area is 299.07 hectares; the total investment capital is over 3,650 billion VND. The project implementation progress is no more than 24 months from the date of land handover by the State.

The project has just been approved by the Provincial People's Committee in principle for investment and at the same time approved the investor. Through general understanding in the area of Diem Thuy commune, Pho Yen ward and Van Xuan ward, the phenomenon of illegal construction and expansion shows signs of complexity.

Faced with the above situation, the Provincial People's Committee requested the Provincial Police to direct the Police of Pho Yen Ward, Van Xuan Ward, Diem Thuy Commune and related functional units to urgently grasp the situation, organize inspections, detect and strictly handle violations of the law, taking advantage of compensation policies and resettlement support at the Project for personal gain, causing insecurity and disorder in the area.

I still remember when working in Nga My commune (former Phu Binh district) in mid-March 2025, we noticed that in the planning area of Yen Binh 3 Industrial Park, many households "took advantage" to repaint their houses, build gates, fences, and redo roofs...

Immediately afterwards, the District People's Committee issued a document requesting the Provincial Police to pay attention to supporting the Nga My Commune Police to ensure security and order and coordinate with the district's specialized agencies to handle violations of land and construction in the project area.

With the motto of "clear people, clear work, clear time, clear results, clear responsibilities", in Document No. 685/UBND-CNN&XD issued on July 18, 2025, the Chairman of the Provincial People's Committee requested the People's Committees of Pho Yen Ward, Van Xuan Ward, and Diem Thuy Commune to strengthen management and inspection of order, construction, and land in the Yen Binh 2 Industrial Park project area. If any additional households or subjects in the area illegally build or expand to receive compensation at the project, the Chairmen of the People's Committees of wards and communes shall be responsible before the Provincial People's Committee and before the law.

The spirit of the document of the Provincial People's Committee shows that in order for projects in the area to be implemented on schedule and as required, the responsibility of local Party committees and authorities at the grassroots level is very high. This also clearly shows the role of the government to always be close to the people, promptly grasp and resolve problems at the grassroots level as well as propagate for people to comply with regulations in the spirit of the rule of law, as well as resolutely and thoroughly handle households that deliberately build to receive compensation.
